Job Description

This position is CONTINGENT upon funding, an open position, customer approval, completion of a favorable background investigation, and the ability to obtain & maintain a USPS sensitive clearance.

This contingent position is being considered & hired for all non-management levels (G08-G10) based upon selected candidate’s applicable experience

Raytheon is looking for an individual who will join the security team of a major nationwide organization, with thousands of sites, to continually improve its complex multi-protocol nationwide network. A Physical Security Specialist is needed to support the customer team in Morrisville, North Carolina (outside Raleigh). The ideal candidate for this job will be an experienced security practitioner who is goal-oriented and strives to exceed expectations.


Job responsibilities will include:

  • Act as the Security Control Officer for assigned facility, establishing formal, documented policies, processes and procedures related to the physical security of CISO-owned facilities containing information assets, access control and other necessary supporting documents for site Security Control Officer.
  • Coordinates the implementation of the overall Information Technology (IT) physical and environmental protection policy and associated protection controls.
  • Overseas the adoption and/or adherence to formal, documented physical and environmental protection procedures that address the purpose, scope, roles, responsibilities, management commitment, coordination among organizational entities, and compliance.
  • Support government and contract team lead who works directly with Information Technology and Security Program Managers
  • Review, develop and manage appropriate physical, access, environmental, and geographical policies, procedures, and controls to support customer operations.
  • Employ the common tool in evaluating risks to Client facilities while conducting assigned assessments and inspections.
  • Conducts physical security surveys, facility threat assessments, and risk analyses at Postal Service and contracted facilities utilizing vulnerability risk assessment tools. Prepares written reports identifying recommendations for correction.
  • Creates and maintains an inventory of critical physical security sites and maintain facility records.
  • Supports development of business preparedness plans to mitigate Human-caused or technology-related hazards, mitigating the failure of IT systems, equipment or software
  • Supports adoption of IT Emergency Management and Business Continuity Programs.
  • Maintain relationships among CISO leadership, Policy and Risk Management, Inspection Service and Postal Service unit managers and USPS security control officers
  • Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements
  • Perform site security surveys to determine if facilities meet agency requirements. Ensure compliance with agency regulations
  • Serve as a liaison between customer and external organization security elements
  • Investigate and prepare impact statements and make recommendations on security violations

Required experience and skills:

  • Must be eligible to obtain a sensitive clearance – Position of Public Trust – and may be required to obtain a higher security clearance
  • 4+ years related work experience in physical security
  • Knowledge of physical security concepts, principles, procedures, methods and practices to include intrusion prevention and detection, risk assessment tools, closed circuit television, and access control.
  • Ability to understand and interpret building design/blueprints to determine consistency of contractual security requirements.
  • Ability to communicate effectively in writing sufficient to prepare technical and non-technical reports.
  • Ability to communicate orally sufficient to make security-related presentations to various internal and external audiences.
  • Familiarity with applicable U.S. Government Polices, DOD, standards, and Executive Orders
  • Expertise with existing standards for access control, intrusion detection systems, locks, destruction devices, and communications systems
  • Ability to prepare and/or review Fixed Facility Checklists and engineering drawings
  • Ability to work within a multi-disciplined team
  • Proficiency with MS Office Applications
  • Candidate should also demonstrate attention to detail, have the ability to work independently with minimal supervision and adapt to changes in priorities in a fast-paced environment
  • Must be able to work collaboratively across agencies and physical locations
  • Proven ability to analyze problems and propose reasonable solutions.

SPECIAL CONDITION: Willingness to respond to emergency situations utilizing the most expeditious means.
SPECIAL CONDITION: Willingness to work long hours and irregular schedules both of which may include occasional travel.

Desired Skills:

  • 4+ years related experience
  • Familiarity with the USPS Inspection Service
  • Familiarity with the Vulnerability Risk Assessment Tool (VRAT)
  • Familiarity with Postal Inspection Service physical security policies.
  • Experience supporting U.S. Government agencies
  • Ability to assist others in solving problems and work with them to implement the solution
  • Ability to use interpersonal skills, along with knowledge of the Agency structure and organization to identify the proper resources to apply to current problems.

Required Education (including Major): Bachelors Degree in related field Two years of related work experience may be substituted for each year of degree level education.
