Job Description

The Program Engineering & Process Control group is seeking a Program Cost Scheduler and Control Analyst to join our team. The Program Cost Scheduler and Control Analyst will participate in the control of costs and schedules on contracts requiring a validated cost/schedule control system.

The candidate will be responsible for end-to-end analysis and reporting of program cost, schedule, and technical execution supporting the Finance, Program and Technical Leads of the assigned program. The Program Cost Scheduler and Control Analyst is a valued program partner, dedicated to providing expert Earned Value execution and program continuity by proactively transforming data into knowledge and utilizing that knowledge to achieve program success. The Program Cost Scheduler and Control Analyst uses the Earned Value Management System as a way of controlling the performance and profitability within the organization.

The Program Cost Scheduler and Control Analyst will perform the following duties and responsibilities:

· Understands scope of work in order to prepare schedules and budgets
· Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
· Ensures adequate funding availability by maintaining accurate records of expenditures
· Incorporates contractual changes into control systems by remaining aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines
· Analysis and development of programmatic financial reporting requirements including performance measurement, Variance Analysis, Estimates To Complete (ETC), weekly and monthly monitoring of actual costs incurred against budgeted projects
· Prepares or participates in the preparation of Management Review documents (ex: EV reviews, Estimate At Complete)
· Proposes process improvement activities (ex: submits Lessons Learned, R6S project)
· Interfaces with external customers and provide Integrated Baseline Review, Joint Surveillance Review, and EVMS surveillance expertise support as required
· Represents organization as a prime contact on projects; interacts with senior internal and external personnel on significant matters often requiring coordination between organizations
· Supports Program Engineer in the collection, documentation and submittal to the organization of historical program data

Required Skills:

· Strong verbal communication skills
· Ability to assimilate new knowledge quickly and effectively on daily tasking
· Strong problem solving and analytical skills
· Working knowledge of MS Office programs (Word, Excel, PowerPoint)
· Team player who has the ability to work cross functionally and with all levels of the organization
· Ability and commitment to meeting deadlines (i.e. responsive, w/ sense of urgency)
· Ability to work independently with minimal supervision, after initial orientation
This position requires the ability to access systems that contain information restricted to US Citizens based on certain Federal Government contractual requirements.

Desired Skills:

· Experience with Microsoft Project, SAP, or other scheduling/cost EVM tools
· Understanding of Earned Value Management

Required Education:

•Bachelors or Masters degree in Finance, Accounting, or Business Administration obtained within the last 18 months
•Cumulative GPA of 3.0 or higher is desired

This position can be G06 or G07 based on the candidate’s qualifications as they relate to the education, experience and responsibility requirements for the position
