This position manages and oversees Project Origination – (includes development of design scope, estimates, risk, feasibility, conceptual construction sequence plans, alternative analysis and project optimization ). The position is responsible for preliminary Engineering, Scope and Risk Analysis and developing Cost Competitive Bid Level Estimates for FERC Order 1000 open window participation.


This position manages the origination function with respect to DP&C Capital Projects including; initial scope, schedule and estimate for Substation and Transmission work to be executed for incumbent work or bid on for competitive FERC Order 1000 work. The position oversees:

  1. Development of Inside/Outside Plan Conceptual design and transmission routing,  Conceptual one line, General Arrangement, and Conceptual Construction Sequence Plan and Drawings
  2. Development of Scope Listing, Design, Risk Matrix, Project assumptions, alternate analysis and Project optimization
  3. Alignment of proposed projects with current or future projects and planning Feasibility and System Impact Studies conducted in connection with the PJM interconnection Queue Process
  4. Development of Inside/Outside Plant estimates, evaluations and analysis for both incumbent and non-incumbent work.


This position also directs the initial constructability review and Project engineering analysis planned or proposed for any work both Inside and Outside Plan Transmission and ensure that Suppliers & A/E Engineering conform to PSE&G standards.


The manager will develop and grow relationships with other departments within the company to ensure teamwork and ability to leverage outside knowledge.  Key interfaces will include the following organizations within DP&C - the Project Management Office, the Transmission Strategy and Governance group and the project teams – and Asset Management and Centralized Services, in particular Electric Delivery Planning.    Embracing PSEG’s core value of continuous improvement, this position would also lead process improvement and front end planning efforts to align with the 5 year business plan and maximize consistency and accuracy of the group’s product. 


This position has a matrix relationship with approximately 50 Project Managers, 5 Project Controls Engineers as well as directly managing Project Engineering, Estimating and Conceptual Engineering staff.


Basic Qualifications (Education, Experience, Skills, Knowledge):

  • BS Degree in Engineering or BA Degree in Finance/ Economics/Business
  • 5 years utility experience.  
  • Understanding of Regional Transmission Expansion Program process
  • Adaptable, self-starter who is client-focused and encourages teamwork.
  • Excellent communication skills.
  • Highly Proficient with Microsoft PowerPoint, Word and Excel
  • Candidate must foster an inclusive work environment and respect all aspects of diversity.
  • Successful candidate must demonstrate and value differences in others' strengths, perspectives, approaches, and   personal choices.
  • Change management/process engineering experience



  • MBA
  • Knowledge of PSE&G capital project approval process
  • 3 years project management experience
  • Six Sigma Certification
