PeaceHealth is seeking a Release of Information Specialist - Release of Information for a 1.0 full time equivalent Non-Exempt position. This position will be working Night shift with shift durations of 8 Hours.


This position is responsible for thorough knowledge of the components of and location of  the ambulatory legal health record in order to administer the complete, accurate, and compliant disclosure of health information in conjunction with established protocols, federal (HIPAA I and II, Hi-Tech ARRA) and state regulatory requirements.


1.  Respond to phone/FAX/mail and in-person inquiries for medical information; determines appropriateness of request and responds appropriately.

2. Review and process requests for disclosure of phi in compliance with the requirements for use and disclosure of confidential information and/or records per PeaceHealth Privacy and Security policies.

3. Responsible for retrieval of records in response to requests for information, reviews records for appropriate dates of service, minimum necessary standards, and conducts verification of identity per the content of the request.  May have to gather patient information from diverse sources.

4. Prepare invoices, packaging and collect payments for services provided.

5. Compose routine and non-routine reports/correspondence.  May represent PeaceHealth when required to appear in court.

6. Utilizes release of information software and EMR.

7. Obtains guidance from ROI Specialist II and Privacy Offices for appropriate interpretation on relevant policies, procedures and regulations for privacy, confidentiality, patient rights, and disclosure of information.

8. Communicates with attorneys and law enforcement, auditors, and insurance company representatives as well as other members of the PeaceHealth team regarding requests as needed, i.e. Risk Management, OI, etc.

9. Responsible for advanced knowledge of the ambulatory legal health record, HIPAA, and regulatory requirements for disclosure of phi.

10. Performs other duties as assigned.



  • High school diploma or equivalent required. 
  • Medical Terminology coursework required.
  • AA in HIM coursework preferred.


  • Minimum of two years health records experience in a healthcare setting required. 
  • Knowledge of HIPPA guidelines, federal and state laws governing disclosure of information.  Previous Release of Information experience preferred. 
  • Must have knowledge of office procedures/equipment.


  • RHIT certification preferred.


  • Sufficient knowledge of functional areas within HIM or related professional field, where the exercise of judgment is related to applying applicable policies, procedures, and regulations.
  • Proficient in the use of computer including MS Office applications and ability to operate complex software systems.
  • Ability to identify and resolve simple software or hardware problems.
  • Excellent communication skills, both verbal and written.
