General Summary/Overview Statement

This individual will serve in a leadership role to support the operational aspects of unit operations for all PHS entities and affiliates and the staff associated with them, including direct reports and individuals assigned in a matrix structure. S/He works in collaboration with the business owners, stakeholders, user community, and vendors to advance Partners HIM strategic goals and initiatives. S/He will support the operational components, including internally developed users applications of the day to day management of the unit. S/He works with management and business owners to identify strategic direction and planning for unit operations, and impact analysis for large projects.

Principal Duties and Responsibilities

* Supervise staff in the day-to-day operational functions of the unit
* Manage and delegate assignments of team resources in operations of the unit as well as other projects
* Facilitate training and provide direction and guidance to direct reports in a complex environment to ensure that all staff are appropriately informed, trained, guided, supported and evaluated. Work to develop staff for operational projects and leadership roles.
* Responsible for a thorough working knowledge of all departmental policies and procedures as well as all aspects of the functionality of the unit, including any applications used within the unit and other applications used within the department
* Manage daily and on-call scheduling and timekeeping for unit team, including PTO approvals, and management of timekeeping exceptions
* Establish and maintain a positive and productive team environment and a stable work environment through leadership, mentoring and coaching staff.
* Evaluate overall employee performance, authoring annual reviews, and developing the career action plans for staff in a timely manner. Work with staff to develop an individualized professional development plan by setting clear goals. Monitor the quality of work performed by staff throughout the fiscal year.
* Promote and encourage high quality customer service to all Partners departments, entities and affiliates when interacting on behalf of the HIM Department
* Assist in recruiting, hiring and terminating personnel in consultation with their manager.
* Provides orientation and training to new staff regarding the operational and system policies and procedures.
* Participates in assigned projects and initiatives to provide input. Operationally supports the project's approach, scope, and work plan.
* Provide input on functional design of applications and any changes to workflow or operational processes
* Participate in large scale, high impact projects from an operations perspective, ensuring that the functional quality and productivity is maintained.
* Coordinate and develop operational processes for technical changes in coordination with staff, vendors, consultants, and other Partners IS teams related to entity customizations and project efforts
* Works in conjunction with management to ensure that proper operational solutions to issues are developed and implemented
* Provides recommendations for technical solutions to operational problems and/or issues. Participates in the specification development, operational test script development, testing and implementation of those solutions
* Collaborates with vendors and project teams on technical enhancements and other initiatives, escalating operational problems and issues to management in a timely and effective manner
* Acts decisively to respond to and mitigate the impact of issues which negatively impact unit functions. Collaborate with all involved parties regarding the issue and short and long-term plans for mitigation.
* Works with management in the evaluation, development and implementation of policies and procedures to improve operational workflow, increase productivity and improve quality. Maintains and modifies unit Policy and Procedure Manuals on a concurrent basis. Ensures that any relevant PHS policy updates as well as any impacts to workflow are communicated to staff in a timely manner
* Compiles, maintains and distributes operational and management reports on a weekly, monthly, and/or as needed basis for HIM departmental management and other stakeholders as requested by unit management.
* Provides support to Manager in identifying system deficiencies, investigates difficulties, recommends solutions or needed enhancements to ensure system and operational issues are being addressed.
* Provides point of contact expertise in the absence of management.
* Performs other duties as assigned by management.
* Responsible for primary or secondary on-call coverage to address issues after normal business hours as they arise.

Education

* Bachelor's degree OR Associate's Degree plus 2 years managerial experience OR High School Diploma with 5 years of commensurate management experience required. Degree in HIM, Business, Management, or a related field preferred.

* Requires 2 years of supervisory experience. Experience in a healthcare environment or related field, preferred.

Working Conditions

* Standard office environment and periodic travel to different Partners HealthCare entities and Affiliates

Supervisory Responsibility

* Supervises approximately 8 - 15 FTEs and other temporary staff as needed

Fiscal Responsibility

* Provide input into capital and operating budgets for management including estimating resources needed for projects
