Job Description

General Purpose

Serve as the Company expert in the area of assessing risk and developing strategies to assess the health of Pacific Power’s T&D assets.  Effectively prioritize capital and maintenance investments that address the highest risk and highest impact assets, thereby delivering improved reliability to our customers while controlling costs. Conduct special studies and analyses, develop alternatives, present recommendations to senior management and regulators, and influence decisions made by management and external parties. Research, analyze, develop and implement new strategies, programs, and/or processes in response to changing internal and external conditions.


  • Function as the Company expert in interpreting the National Electrical Safety Code (NESC); provide direction and support for T&D line inspection and correction program, and perform specialized studies requiring complex research and technical analysis.  
  • Provide lead technical oversight and guidance to asset management staff, and guidance to operations personnel and management.
  • Develop new asset policies, and perform updates on existing policies as required. Communicate policy updates with all impacted stakeholder; which include the maintenance review committee, field operations, investment delivery, and field support staff.
  • Perform presentations and lead discussions with senior management, field operations staff and regulatory agencies on asset management programs and issues.
  • Provide project identification, management and tracking for critical and highly complex substation, transmission, distribution, and metering projects driven by asset management.
  • Conduct risk and reliability analysis on company owned assets to effectively prioritize maintenance and capital investments.
  • Collaborate with groups to analyze and develop capital projects to ensure a high level of reliability and customer service.  
  • Facilitate joint-owned asset capital projects with other entities (e.g., IPC, IPC, BPA, etc.). Review capital projects to ensure investments are prudent and technical requirements are applicable.
  • Conduct maintenance review activities with field operations and support staff to ensure new and updated maintenance programs are effectively administered.
  • Develop performance assessments on T&D assets, identifying major issues and risks that can be used to make decisions to improve efficiency and reliability of assets.
  • Design, develop, modify, and evaluate systems, processes, or facilities to support company objectives, utilizing advanced engineering methods.
  • Develop highly complex engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments.
  • Perform audits on equipment documentation and processes for major construction projects.  
  • Provide technical support, training and mentoring to asset management staff members.


  • Bachelor’s Degree in engineering or a related field; or the equivalent combination of education and experience
  • A minimum of seven years related experience in an applicable field directly related to position responsibilities.
  • Program design skills including development of interventions, processes, or new or modified programs to meet customer needs.
  • Teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results.
  • Demonstrated verbal and written communication skills, including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to present alternatives and recommendations.


  • Knowledge of Company’s strategic plan, objectives for specific area, as well as Company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Master’s Degree in engineering or a related field; or the equivalent combination of education and experience
