Job Description

We’re looking for a Legislative Affairs Manager to be based at our headquarters in Fergus Falls or in the Minneapolis/St. Paul area. Located in west-central Minnesota, Fergus Falls is a friendly, thriving community with vibrant arts, growing businesses, award-winning healthcare, excellent schools, and abundant outdoor recreational activities. Our company’s vision is growth and success—for our company and the rural communities we serve.

Join our more than 780 dedicated employees! You’ll provide oversight of legislative affairs in Minnesota, North Dakota, and South Dakota, monitor energy policy at the federal level, and educate legislators on industry trends and company-related issues. You’ll also lobby to gain support for company positions, provide testimony before legislative committees to enhance lawmaker understanding of company concerns, monitor federal legislative affairs, and manage relationships with congressional offices, other utilities, utility industry groups, non-governmental organizations, and trade associations. Secure personal donations for employee political action committee (PAC) funds, manage PACs and make disbursement decisions in conjunction with employee PAC boards.

For this role, we require a bachelor’s degree in business, economics, political science, environmental science, or engineering. An advanced degree in business or law and broad knowledge of all aspects of the utility business is beneficial. We’re looking for an understanding of legislative processes and partisan politics, the ability to read legislative bill proposals and interpret them considering current statutes, and the skills needed to synthesize information on the political environment that is not available from public sources and present recommendations to management. Strong communication and relationship-building skills are vital.

Significant overnight travel is expected and required as you’ll work between Fergus Falls and St. Paul on a regular basis. Selected candidates will be required to complete a pre-interview assessment.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability or protected veteran status.
