NYC DEPARTMENT OF CORRECTIONADMINISTRATIVE INVESTIGATOR The New York City Department of Correction is one of the largest municipal jail systems in the UnitedStates. It provides for the care, custody and control of adults, 16 years of age and older, accused ofcrimes or convicted and sentenced to incarceration of one year or less. The Department of Correctionoperates 14 inmate jail facilities including ten on Rikers Island, court pens in each of the five boroughs,and two prison hospital wards, handles approximately 100,000 admissions and discharges each year,manages an average daily population of 13,000 inmates, and employs more than 10,000 uniformedand civilian staff.The Investigation Division is responsible for investigating acts of misconduct, both on and off-duty,allegedly committed by uniformed and civilian staff, involving excessive use of force, unduefamiliarity with inmates, firearms regulation violations, erroneous discharges, escapes, improperoutside employment, and any other conduct unbecoming a member of the department of correction,or of a nature that brings discredit upon the department of correction. In addition, ID is chargedwith investigating allegations against both staff and inmates involving sexual assaults.Approximately fifty staff members are assigned to the investigation division; its investigative staffconsists of both civilians and officers.The Administrative Investigator will serve as one of three deputy directors of investigation division.The Administrative Investigator will oversee and direct the activities of multiple teams of investigators;assist in formulation of division policies; and direct the training and development of staff in investigativetechniques. This Administrative Investigator will be responsible for overseeing and managing allinvestigation division investigations concerning allegations of inmate-on-inmate coercive sexualcontact and staff-on-inmate sexual threats/contact/abuse; acting as ID's liaison with the Department ofInvestigation, the New York City Police Department, and/or District Attorneys' Offices with respect tothese investigations; and developing the training for staff for handling these investigations.MINIMUM QUALIFICATION REQUIREMENTS 1. A Baccalaureate Degree from an accredited college and four years of satisfactory, full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; OR 2. An Associate Degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in 1 above; OR 3. A four-year High School Diploma or its educational equivalent and eight years of satisfactory full-time experience as described in 1 above; OR 4. Education and/or experience equivalent to 1 or 2 above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in 1 above.ESSENTIAL SKILLSThe Administrative Investigator should/must have experience conducting investigations of sex crimes,be knowledgeable about the NYPD, NYPD Special Victims' Squads, and the New York City CriminalJustice System, and experience working with prosecutors in developing/presenting cases. TheAdministrative Investigator must have excellent communications skills, strong analytical and writingskills, the ability to be objective and thorough in conducting investigations of law enforcementpersonnel and inmates, and a valid driver's license. Foreign language skills are desirable. Knowledgeof DOC rules, regulations, and protocols a plus. The preferred candidate has a BA/BSs. Successfulcandidates must clear a background investigation.HOURS/SHIFT: Day and night (approximately 3pm - 11pm) and may involve one weekend day per week.
