General Description:

Security enhances and improves the Cascade Technology Alliance Security Program. The Security Supervisor develops, implements, and maintains policies, processes, and procedures ensuring the confidentiality, integrity, and access of the organization's protected information. This also includes identifying organizational protection goals and objectives, ensuring goals are consistent with strategic plans, and address emerging cybersecurity threats. This technology supervisor works with other executives to prioritize security needs and associated budgets according to the organization's financial constraints and directives. This position will direct daily IT operations of the cybersecurity controls and provide oversight of the annual and ongoing risk assessment process, including cybersecurity compliance. The person in this position investigates, tracks incidents and breaches, and follows federal and state laws and regulations.

Qualifications:

* A minimum of 5 years of IT security specialization, including experience in an educational environment
* Excellent verbal and written communication skills including the ability to communicate security and risk-related concepts to both technical and non-technical audiences.
* Ability to maintain a high level of discretion and personal integrity in the exercise of duties, including the ability to professionally address confidential matters.
* Ability to establish and maintain a high level of trust and confidence in the organization's knowledge of, and concerns for, business, legal and regulatory requirements.
* Professional business acumen to interact with customers and suppliers during security inquiries or audits.
* Experience presenting to senior level management and partners business cases for cybersecurity policies and technology introductions.
* Experience with Federated architecture organization and IT Service Management.
* Advanced technical or managerial credentials, including PMP, CISM, SSIP, preferred.
* Ability to meet deadlines, to conduct and direct research into cybersecurity issues and products, and to take the initiative in the development and completion of projects.
* Excellent problem-solving, analytical and evaluative skills and proficiency in Requirement Analysis and Cybersecurity Solutions Development and Deployment.
* Experience in budget development, Quality Service Management, and Business Continuity Program Planning
* Valid driver's license and vehicle with ability to drive to various locations.

Essential Functions: Include the following. Performs some or all of the following tasks. Other Duties may be assigned.

* Scope, implement, and mature organization's Information Security Architecture & Engineering, Security Operations, Governance, Risk and Compliance, Identity and Access Management as well as Asset Management.
* Continuously improve information security program within IT that implements security process, governance, and tools to achieve the desired maturity in line with NIST and CIS regulations and controls.
* Manage the deployment, monitoring, maintenance, development, upgrade, and support of Critical Security Controls, their automation, and reporting.
* Create and execute a project portfolio to implement capabilities and technologies to achieve the desired level of maturity for cybersecurity and compliance.
* Lead and establish an integrated cybersecurity program and its control objectives, its tools and services to identify, protect, monitor, detect, respond, and report cybersecurity incidents and breaches.
* Develop an enterprise-wide cybersecurity awareness, education, and training program for all CTA staff, educators, and students.
* Identify, communicate and gain alignment on a target cybersecurity maturity level for the CTA agencies.
* Provide expertise during systems and network hardening, security upgrades, installations, conversions, and data protection.
* Work with business owners to develop strategies and plans to enhance Information Security, improve private data protection, and foster innovation in combating cyber threats.
* Communicate regularly with executive management and all users of information services and systems on the state of cybersecurity compliance.
* Manage the Cybersecurity team, including hiring, training, evaluation, guidance, discipline, and discharge.
* Develop cybersecurity-related Standard Operating Procedures (SOP) and Best Practices, including providing written protocols and guidance to IT staff and end-users.
* Ensure the creation and maintenance of cybersecurity-related written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades.
