Job Description

Introduction

This position is primarily responsible for the operation of NIPSCOs Continuous Emission Monitoring Systems as well as support programs and projects for NIPSCOs entire fleet of coal fired and natural gas generating facilities. Candidate should be able to support all plant management teams with strategic technical, project management, health/safety/ environmental (HSE), and air emissions compliance planning and program development expertise.

Responsibilities

* To organize, budget, supervise, conduct and generate final reports for Environmental Testing including but not limited to Particulate Emission Compliance Testing, CEM Relative Accuracy Testing, and MATS Boiler Tune up Testing.
* Monitor performance of plant chemical and mechanical systems/equipment as it relates to environmental compliance. Evaluate trends of operating data, preventive maintenance tests, and correct maintenance performance to identify problem areas, then initiate corrective action and/or verify the end results.
* Work within a highly effective team managing the Continuous Emission Monitoring Program for all Generating Stations
* Responsible for creating reports and monitoring requirements for Part 60, Part 75, Title V and various other programs (NIPSCO Consent Decree)
* Apply and develop QA/QC programs to all job aspects.
* Develop and implement test programs for Environmental Emissions and Controls, pollutants including (but not limited to) Hg and Particulate.
* Develop specifications, follow bid process and manage contracts
* Assist other Environmental Compliance and Performance Testing employees as needed and directed.
* Direct consultant services
* Effectively use tools and planning techniques to track and communicate project status.
* Communicate and work well with others (NIPSCO and outside contractors) on projects and programs, providing expertise to the teams involved.
* Coordinate and/or perform required environmental reporting and testing activities and ensure that required environmental programs and permits are properly implemented and that the plant maintains full compliance with all permits.
* Operate testing equipment and conduct scheduled chemistry, environmental and performance testing as needed. Be able to generate reports and recommendations from this testing.
* Maintain professional affiliations with safety, environmental and chemical organizations, such as ASME, ASTM, EPRI, and FOMIS to keep current with environmental and safety regulations and updated approaches to chemistry compliance
* Duties include safely managing employees and contractors in the daily activities to maintain compliance with emission monitoring programs and performance testing of Electric Generating Stations
* Monitors current technology to maintain world class monitoring program
* Knowledge of regulatory monitoring requirements and be able to utilize multiple resources to maintain current with all regulatory changes and future direction

Qualifications

EDUCATION/EXPERIENCE

* Technical competence in fossil fuel power plant / project management experience
* Understanding of power plant process controls
* Experience in a similar industrial environment working under similar experience
* Experience in fundamentals of running a business
* Experience with Environmental or performance testing services
* Experience in design of mechanical, chemical and environmental equipment processes
* Familiar with test equipment used in coal combustion plants to determine operating efficiency and performance testing
* Extensive knowledge on test methods for air sampling and compliance testing
* Extensive knowledge of regulatory monitoring requirements
* Experience in the Acid Rain Program, Part 60, Part 63 and Part 75 Reporting

JOB REQUIREMENTS

* Must have demonstrated knowledge of process chemistry systems, environmental and safety regulation, accident/injury prevention, computer and communication skills.
* Ability to deal with complex safety situations is required.
* Must be a self-starter with a high degree of initiative and ability to work both independently and within a team.

Specialist Level I: (4 year degree, 1-3 years of relative work experience)

* Entry Level Technical Skill Set
* Strong communication skills and a willingness to have a hands-on approach are required.
* Well-developed organizational and problem solving skills.

Specialist Level II: (4 year degree, 3-5 years of relative work experience)

* Demonstrates Level I plus:
* Some Environmental Regulation Experience
* Some Project Management Experience
* Coal Fired Power Plant Experience

Specialist Level III: (4 year degree, 7+ years of relative work experience)

* Demonstrates Levels I II plus:
* Some Air Environmental Regulation Experience
* CAPM Certification or ability to obtain within 2 years

Senior Specialist Level: (4 year degree, 10+ years of relative work experience)

* Demonstrates Levels I, II, III plus:
* Some MATS, Part 63 Regulation Experience
* PMP Certification or ability to obtain within 2 years
* Part 60/75 CEMS Experience

PHYSICAL REQUIREMENTS

* Position requires periods of physical exertion, including walking, climbing, and lifting.
* Ability to climb and perform a function up to a 12-ft ladder.
* Ability to lift and move material up to 30 pounds.
