Job Description

The professionals at the National Security Agency (NSA) have one common goal: to protect our nation.  The mission requires a strong offense and a steadfast defense.  The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes.  The defense prevents adversaries from gaining access to sensitive classified national security information. In support of the offensive mission, Access Targeting and Compliance Managers ensure the efficiency of NSA targeting information.

Configure selection service processing parameter inputs and outputs. Coordinate data selection operations with customers, to include sites and partners. Review and revise targeting information in accordance with current authorization guidelines. Describe selector characteristics in known/common language documenting operational procedures and activities. Perform quality checks and services.

The responsibilities of an Access Targeting and Compliance Manager include:

- Review, develop, apply and manage targeting rules, policies and guidelines in support of the NSA mission
- Validate, coordinate, issue, adjust, and terminate targeting on behalf of the NSA enterprise
- Review and approve targeting requests which fail auto-rules for compliance
- Collaborate with NSA signals analysts, intelligence analysts, capability developers and external agency employees to acquire, sustain and maximize global targeting distribution
- Help lead targeting process improvement activities, remediation efforts, and current targeting operations
- Respond to worldwide targeting analysts with a wide range of targeting questions and issues
- Participate in various targeting-related working groups and meetings with internal and external stakeholders across the enterprise
- Provides customer service and troubleshoot targeting distribution issues

- Knowledge of targeting and target development, along with solid understanding of full scope of authorities, rules and policies which underpin the NSA mission
- Prior Access Targeting and Compliance Manager experience
    
Qualifications/Experience
    
Salary Range: $45,972 - $73,105 (Entry/Developmental)

Entry is with a Bachelor's degree and no experience. High school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered.

Degree in any field is acceptable.

Relevant experience must be in signals intelligence (SIGINT) collection and/or networking and telecommunications systems. Completion of military training in a relevant area such as Signals Collection or Analysis program will be considered towards the relevant experience requirement (i.e., a 24-week course will count as 6 months of experience).


Salary Range: $68,036 - $106,012 (Full Performance)

Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience. High school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered.

Degree in any field is acceptable.

Relevant experience must be in signals intelligence (SIGINT) collection and/or networking and telecommunications systems. Targeting management experience is preferred. Completion of military training in a relevant area such as Signals Collection or Analysis program will be considered towards the relevant experience requirement (i.e., a 24-week course will count as 6 months of experience).


Salary Range: $96,970 - $126,062 (Senior)

Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 year of relevant experience. High school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience may be considered.

Degree in any field is acceptable.

Relevant experience must be in signals intelligence (SIGINT) collection and/or networking and telecommunications systems. Targeting management experience is preferred. Completion of military training in a relevant area such as Signals Collection or Analysis program will be considered towards the relevant experience requirement (i.e., a 24-week course will count as 6 months of experience).
    
Pay, Benefits, & Work Schedule
    
On-the job training, Internal NSA courses, and external training will be made available based on the need and experience of the selectee.

Monday - Friday, with basic 8hr/day work requirements between 0600 to 1800 (flexible).  Possible after-hours call-in on a rotational basis, as required
