Job Description

NSA Overview

The professionals at the National Security Agency (NSA) have one common goal - to protect our nation.  The mission requires a strong offense and a steadfast defense.  The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes.  The defense prevents adversaries from gaining access to sensitive of classified national security information.

Description of Position

Work closely with a team of Operations and Maintenance (O&M) Industrial Control System (ICS) Specialists who support many facets of the Industrial Control Systems in the Facilities Control Center (FCC), which is a 24/7 operations center where facilities systems can be effectively maintained.  The ICS team supports power monitoring and control, the transport network, application servers and various components and applications to ensure a robust secure operation of the system.

Support for Industrial Control Systems require a variety of skills. The successful candidate shall have experience in at least one of the following areas and the drive and passion to master many of these functions:

- ICS HVAC/Chilled Water Distribution- Provide support to a variety of technical areas that include HVAC and chilled water distribution systems, coordination of utility outages that impact the Industrial Control Systems and to minimize disruptions to mission systems and support of the ICS installation and oversight of ICS commissioning. The candidate should have experience with a variety of components that gather and control the building automation system. This includes devices such as Direct Digital Controls (DDC), DDC Logic, sensors and end devices such as, but not limited to Variable Frequency Drives (VFD), dampers, actuators and valves.

- ICS Power Control- The candidate will have experience with electrical power control and monitoring systems. The candidate will be familiar with electrical power systems, configuring Schweitzer protective relays, integrating power devices into Real-Time Automation Controllers (RTAC) as well as Programmable Logic Controllers (PLC) programming. The candidate should be knowledgeable of the protocols used by these devices including mirrored bits, Modbus, DNP, and SNMP.

- ICS Network- The candidate will have experience with configuring and troubleshooting Cisco switches and routers. The candidate shall be experienced in routing protocols, Port Security, Cisco Identity Services Engine (ISE), Domain Authentication, and VLANs. Knowledge of best security practices is required.

- ICS Servers- The candidate shall be knowledgeable of Microsoft System Center Configuration Manager (SCCM) including executing patch deployment, configuring policies, troubleshooting application issues, developing and deploying software images.

In addition, the candidate shall adapt work methods in response to new information, changing conditions, emergencies or unexpected obstacles. Have the ability to articulate viewpoints and answers to customers, peers, and supervisors in an effective manner, both written and orally. Identify and analyze technical issues, reporting, documentation and attend project status briefings. Knowledgeable with calendar scheduling, MS Outlook, MS Word/Excel and office equipment such as copiers, printers and scanners.

- Implementing, configuring, and sustaining ICS computer security (e.g. Active Directory, Domain Policies, Patch Deployment, Antivirus, and Whitelisting)
- Employing Secure Technical Implementation Guidance (STIG) and NIST ICS standards.
- Configuring and supporting Schweitzer Real Time Automation Controllers (RTAC)
- Evaluating and documenting PLC programs for electrical power control
- Creating and modifying graphics and points for OSI Monarch
- Electrical power systems, metering, protection, and control devices

Qualifications
    
Salary Range:  $44,941 - $71,467 (Entry/Developmental)

Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience or an Associate's degree plus 2 years of relevant experience may be considered.

Degree must be in a Construction or related field (e.g., Architecture, Electrical, Mechanical, Industrial Design, Engineering, Space Planning, and Interior Design) or a Business related field (e.g., Economics, Marketing, Accounting, Business Administration, and Finance) or Information Technology or related field.

Relevant experience must be in operation, maintenance, repair, modification, design, construction, and/or inspection of facilities. Experience in project management and Building Owners and Managers Institute (BOMI) certification is preferred.

Salary Range:  $66,510 - $103,639 (Full Performance)

Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience. A high school diploma or GED plus 7 years of relevant experience or an Associate's degree plus 5 years of relevant experience may be considered.

Degree must be in a Construction or related field (e.g., Architecture, Electrical, Mechanical, Industrial Design, Engineering, Space Planning, and Interior Design) or a Business related field (e.g., Economics, Marketing, Accounting, Business Administration, and Finance) or Information Technology or related field.

Relevant experience must be in operation, maintenance, repair, modification, design, construction, and/or inspection of facilities, and include serving either as a contracting representative, project manager (preferably in facilities), or team lead/supervisor OR having technical expertise in a facilities specialty (e.g., chilled water, electrical power, indoor air, outage coordination). Building Owners and Managers Institute (BOMI) and/or Project Management Professional (PMP) certification is preferred.
    
Pay, Benefits, & Work Schedule
    
On-the job training, Internal NSA courses, and external training will be made available based on the need and experience of the selectee.

Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
