Primary Objective:
To perform, within the scope of the appropriate responsibility level, design, development, installation, implementation, and support for MTS networks and operating systems.

Major Areas of Accountability:

  1. Top level technical expert in one or more highly specialized phases of network & operating systems support.
  2. Acts independently under general direction.
  3. Provides technical consulting on complex projects.
  4. Formulates/defines specifications for complex network & operating systems applications, or modifies/maintains complex existing systems using releases & utilities from the manufacturer.
  5. Responsible for design, installation, testing, debugging, & documentation of operating systems, local & wide area networks.
  6. Responsible for systems dealing with the overall operating system, telecommunications networks, file maintenance, & advanced software packages.
  7. Has full technical knowledge of all phases of network & systems support.
  8. Instructs, directs, & checks the work of other support personnel.
  9. Performs quality assurance review of new & existing systems.
  10. Works to develop concepts and designs that meet or exceed the cost and performance goals when developing new systems and networks. Also, develops concepts and designs for support of existing systems and networks.
  11. Works to estimate schedule and budget on assigned projects/tasks.
  12. Creates the required design specifications to allow customers/users and other personnel to accurately review the proposed solution. Creates designs which optimize personnel and technical resources.
  13. Implements designs in a manner consistent with appropriate standards and guidelines.
  14. Works with other personnel to complete the implementation within appropriate life cycle requirements.
  15. Thoroughly tests and debugs systems before handing them off. Works in cooperation with others to complete adequate testing prior to move to production.
  16. Identifies and solves problems efficiently, creatively, and effectively. Effectively uses diagnostic tools to provide insight into the problem.
  17. Completes all assigned tasks within the time and budget allocation. Promptly informs supervisor or other appropriate personnel of any significant events that would result in schedule delays.
  18. Provides training appropriate to expertise level to other personnel and customers as required.
  19. Performs other duties as assigned.

 

Qualifications:

  • B.S. degree & 5 year programming & technical support experience, or A.A. degree in a technical field & 9 years of relevant technical experience, or 13 years of relevant technical experience
  • Demonstrated ability to independently manage assigned projects with a high risk/impact on MTS.
  • General recognition as an expert in one or more technical fields.
  • Sound technical skills.
