Job Description

The Applications Specialist I is intended as MHS' entry level position, providing general applications consulting, systems analysis, and system support related to the acquisition and use of assigned applications. Applies knowledge of applications to ensure effective and optimal use of current applications, incorporation of refinements in applications based on organization changes or process improvements, and collaboration with senior analysts working on new system solutions. Participates in all phases of large and small projects. Accountable for the success of assigned tasks, operation of assigned systems, and user understanding of applications. Functions as a point of user contact and customer service for Information Services and is accountable for user satisfaction. Helps to educate individuals in and outside the IS department as it relates to information systems and services. Assist with the preparation of analytical reports and makes recommendations to management.
This position possesses and applies a broad knowledge of principles, practices, and procedures of particular field of specialization to the completion of moderately difficult assignments. Usually works under supervision, conferring with superior on unusual matters.. Assignments are broad in nature, usually requiring originality and ingenuity. Has appreciable latitude for un-reviewed action or decision.
Essential Job Outcomes & Functions
Develops and maintains a high level of expertise and competence in the proper operation and optimal use of assigned applications. Consults and advises users, management, physicians, vendors, and others concerning the purpose, features, functions and proper uses of applications. With some assistance, integrates multiple and disparate applications into unified whole yielding maximal data consistency, overall data integrity, minimal data redundancy, common user interfaces, fault-tolerant and robust intersystem connections, documented data flows and data dictionaries, and secure systems. Programs or otherwise constructs or controls the flow of screens, capture of data, storage of data, and publication and communication of information associated with applications. Helps to ensure that assigned applications are compatible and consistent with the installed base of information systems and in compliance with established architectural and technical standards. Participates in the analysis of potential application modifications, upgrades, replacements, extensions, or additions that result from changing business conditions or the availability of new technology. Helps to identify the need for new systems and clarify user requirements for automation. Acts as a point of contact for management and staff in assigned areas related to applications and IS services. Actively participates in interdepartmental meetings and discussions related to business and information systems. Develops and maintains an awareness of the healthcare information systems industry, contemporary and emerging technologies, and relevant laws and regulations related to assigned applications. Complies with all IS Policies, Procedures and Standards including: Project Management tools/methodologies, Network/Systems/Workstation Security, HIPAA Privacy and Security Regulations associated with Electronic Protected Health Information (ePHI).
Job Specific Competencies
Participate in various projects to ensure achievement of objectives, timetables, budget, and overall success. Install, tailor, program, operate, maintain, and refine application systems consistent with vendor recommendations, user requirements, systems analysis reports, IS standards, and organizational policies to ensure effective use of the application, integration with other systems, data integrity, general system quality, and overall benefits realization. Identify and resolve routine problems and issues associated with assigned applications to ensure high levels of application availability and user satisfaction. Maintain contact with users, systems analysts, and technical specialists to ensure understanding of needs, assignments, and overall goals. Collaborate with systems analysts and technical specialists to meet evolving user needs related to existing or anticipated applications. Participate in the development of user requirements for new or updated applications. Actively participate in available education and training programs to increase understanding of assigned applications, technology, and general information management. Undertake ad-hoc assignments as required to react quickly and positively to new or emergent situations.
Minimum Requirements / Work Experience
Some understanding of key business applications and related information technologies. Zero to one year experience as a programmer/analyst, systems analyst, technical specialist, or similar experience. Good analytical, logical thinking and problem-solving skills. Good communications skills, both verbal and written. Some knowledge of PCs, collaborative computing tools, re-engineering and process improvement techniques, information management in healthcare, general information architectures and technology, systems integration, laws, and regulations relevant to assigned applications.
Education / Licensure / Certification
Bachelor's degree in Computer Science or Information Systems, Healthcare Informatics, and/or licensed healthcare professional desirable.
