The Customs & International Trade Supervisor/ Manager position is responsible for oversight of MPC’s International Trade and Customs compliance activities and management of the Customs & International Trade staff. Responsibilities include understanding Customs and International Trade laws and regulations, developing, reviewing, and improving as needed, effective control activities to ensure full compliance with Customs and International Trade laws and regulations and educating and advising MPC personnel in various organizations (including Refining, Supply, Distribution & Planning, Marketing, Global Procurement, Auditing and Accounting) with respect to compliance requirements.

The Customs & Trade Supervisor/Manager is a primary liaison with U.S. Customs & Border Protection and with other governmental agencies related to MPC’s international trade activities. This position also requires some tax agent responsibilities as determined by Tax Management.

The successful candidate must have excellent oral and written communication skills, excellent analytical skills, tenacious problem-solving skills, and must be able to work with internal and external customers at all levels.  Also required is the ability to travel to MPC facilities/ refineries, to meet with Customs officials on an as needed basis, and to meet with external brokers and consultants as needed. International travel may be required on occasion. The work is dynamic, fast-paced, and requires excellent time and project management skills and a continuous improvement mindset.


1. Oversees and manages all aspects MPC’s compliance with the Customs Importer Self-Assessment (ISA) and Customs Trade Partnership Against Terrorism (C-TPAT) programs and serves as the primary contact with the Petroleum CEE (Center of Excellence and Expertise) and other key Customs persons.


2. Manages and oversees all compliance processes. Works with Auditing to ensure MPC’s international trade audit program is accurate and up-to-date. Oversees and manages the Customs & International Trade staff activities.


3. Stays informed of major changes in MPC’s operations, staffing, and /or corporate structure that may require filing reports. Manages and ensures the timely filing of necessary reports.


4. Oversees and directs MPC’s Customs Compliance Coordinator’s work with MPC’s foreign trade zones and customs brokers. Participates in calls/visits as needed to address acute issues.


5. Serves as a primary liaison to MPC’s external Customs Brokers and as a primary reviewer of the brokers’ work.


6. Oversees and manages MPC’s duty drawback program and data exchanges with the external broker.


7. Maintains close liaison with MPC personnel involved in the international trade process (including Refining, Supply, Distribution & Planning, Global Procurement, Marketing, and Auditing) and keeps informed of changes and developments in these areas.


8. Recommends, plans, and manages procedures and training to ensure full and timely compliance with any Customs and International Trade requirements.


9. Oversees the Customs Analyst’s filing of MPC’s quarterly Harbor Maintenance Tax return and any required Canadian transactional filings and reports.


10. Participates in relevant industry meetings and attends seminars related to Customs and International Trade compliance in the petroleum industry. 


11. As needed, oversees or participates in Customs on-site compliance reviews at MPC’s or business partner locations. 


12.  Manages the Customs & Trade group’s participation in the execution of special projects as needed.


13. Other duties as assigned by Management.



Degree: Bachelor's Degree Required; Master’s or Law degree preferred

Major Discipline: Law or Accounting preferred

Years Experience Required: A minimum of five (5) years Customs and International Trade and /or Foreign Trade Zone compliance is strongly preferred. A minimum of three (3) years audit/accounting /legal /compliance experience is required.  At least two (2) years of supervisory experience is preferred.

Travel Required (%): Up to 30%
