Job Description

The Test Engineering group is responsible for development of system and subsystem test capability in support of both programs (Acceptance Test) and products (Factory test). The test engineering group will take the lead in developing test capabilities based on tests performed by the design or systems engineering group as well as supporting independent test execution and field level operational test capability.

The Principal Engineer, Test will be a member of the Engineering Department supporting projects involving DoD customers. The successful candidate will work in tandem with members of the Production Test Engineering, Operations, and Program Management staff supporting production related test engineering assignments.

Essential duties and responsibilities include, but are not limited to, the following:

* Implementing the Linkabit test development process on a daily basis, supporting assigned programs by writing test plans, test procedures, test reports, test code (LabVIEW), assembling test station hardware, and designing test fixtures to test L-3 Linkabit production hardware.
* Developing automated test environments for board, module, ESS, and system level testing:
* To perform ATPs, DVTs, and HALTs
* To support FRACAs
* To validate test environments
* To support division test priorities
* Managing test data collection and developing metrics from collected test data to improve test times, assembly times, and support FRACAs.
* Making data-based recommendations to enhance operational excellence supporting design improvements, material obsolescence, and equipment obsolescence.
* Responsible for planning, developing, documenting, executing and reporting program test activities necessary to satisfy division test goals.
* Participating in test activities at factory, government, commercial facilities and ranges; developing and presenting test status reports to customer representatives.
* Traveling up to 25% with periods of extended travel during test execution activities.
* Leading/Directing the development of LabVIEW code using the NI standards.
* Leading/Directing the development of ATS-3000 system code.
* Leading/Directing the development of detailed test environments to test RF or Digital circuit card assemblies.
* Leading/Directing the development of detailed ESS test environments.
* Leading/Directing the development of detailed system level test environments.
* Developing and documenting detailed test plans and procedures based on an established design and requirements.
* Performing in a project engineering role on complex test environment developments managing to budget; scheduling and reporting variances to the program manager and senior management team.
* Supporting the Linkabit test development process coordinating and resolving inter-discipline conflicts through the application of standard engineering techniques, and procedures.
* Supporting the company's goals and representing the company positively and professionally.
* Working independently and in a team environment on directed tasks reporting performance to schedule and budget.
* Producing accurate, punctual reports; delivering presentations/training and sharing information with others.
* Leading/Directing the mentoring of junior engineers and technicians in the implementation of RF and digital test principle.
* Developing test metrics for product management based on LRU variability.
* Planning projects in order to determine the best approach to be taken to accomplish the project goals.
* Identifying and documenting production environment technical risk areas.
* Serving as a test systems architect or as the lead test systems engineer to capture, analyze, decompose, model, translate and create requirements for large complex systems and may lead system integration.
* Leading technical proposal preparation and serving as a subject matter expert in non-advocate, internal and customer reviews.
* Estimating, tracking, managing and reporting status relating to technical, cost, schedule, and risk performance for assigned scope of work which may span across multiple projects.
* Acting as a technical advisor to senior engineering management.
* Maintaining awareness of competition in external national or international organizations, the market served by the system and influence business unit market / product strategies.
* Developing technical and product roadmaps and competitive assessments in area of expertise.
* Developing and/or utilizing prognostic metrics for system design and development.
* Reviewing metrics and defects trends, identifying systemic root causes and process improvements.
* Recommending new approaches, tools and techniques that drive continuous improvement in technical development processes.
* Serving in a design quality role (systems) helping to assure that project planning is accomplished to the appropriate level of fidelity, that development teams are following appropriate processes, and recommend process improvements based upon metrics and defect trends.

A qualified candidate will have the following:

* A Bachelor's degree in Electrical Engineering or other comparable technical discipline and a minimum of 11 years of test engineering experience. MSEE preferred.
* Ability to communicate complicated or difficult information clearly and diplomatically with all levels of employees; written and verbal communications must be polished and diplomatic.
* Mastery of RF testing principles with the ability to use and program Network Vector Analyzers, Spectrum Analyzers, Power Meters, etc.
* Must be able to apply principles of logical thinking to a wide range of intellectual and practical problems in a cost/schedule efficient manner.
* Must be motivated, organized, and able to communicate effectively while managing several tasks at one time.
* Must understand and support the company's mission and values.
* Must be able to meet commitments and work standards, work independently, accept accountability and stay focused.
* Must be capable of working on team projects, exchanging ideas and opinions openly without conflict; working with other departments and developing peer to peer working relationships.
* Must have ability to adapt to change and be open to new ideas and taking on new responsibilities.
* Must be adept at handling pressure and uncertainty and adjusting work plans to meet changing company/department needs.
* Must be able to work well within tight deadlines.
* Must be willing to work off/extended hours when required, meet attendance requirements, and meet schedule requirements as assigned.
* Minimum 8 years of Labview coding.
* Minimum 2 years of Teststand Development.

Preferred Education and Experience

* An advanced degree in an engineering discipline.
* 6 Sigma Green Belt or Black Belt
* Experience with signals intelligence, tactical radios and SATCOM terminals.
* Experience preparing, planning and performing Government field tests.
* Familiarity with MIL-STD-188-165/166, 188 - 181/182/183
* PXI or ATS-3000 test environment development.
* MIL-STD-810x
* IPC-610
* Mastery of Boundary Scan and Flying Probe or Bed of Nails testing at the CCA level
* Mastery of PWB and CCA manufacturing in support of program FRACA and contract manufacturer management
