The International Institute of New England (IINE) is a non-profit organization that provides humanitarian relief, education, skills training, job placement, family reunification and pathways to citizenship for 2,000 immigrants and refugees each year. We work in Boston and Lowell, Massachusetts, and Manchester, New Hampshire.

Reports to: Manager Director, IINE-Manchester

Supervises: Community Services Case Specialist, Job Developer, Youth Services Case Specialist, Health Coordinator, Extended Case Management Specialist, Cultural Broker, and Temporary Case Aides

Status: Exempt

Overview:

The Programs Manager oversees the day-to-day management and delivery of employment and community services at the IINE-Manchester site. This position works closely with the Managing Director, Office Manager, and Community Relations Manager, as well as with the administrative team based in Boston, MA.

The Programs Manager is responsible for ensuring employment and community services program standards and outcomes are met, and that resources allocated for those programs are used effectively. He/she supports the volunteer and intern program, in collaboration with the Community Relations Manager. With direction from the Managing Director, the role also helps to build and maintain relationships with program stakeholders (community health centers, public benefits offices, employers, etc.).

Qualifications:

* Bachelors Degree in Human Services, Counseling, Social Sciences, or Social Work. Masters Degree strongly preferred.
* Minimum of four (4) years of professional experience in social services and/or community development.
* Minimum of two (2) years of experience supervising staff members; supervision of managers with direct reports preferred
* Minimum of two years (2) managing quantitative and qualitative reporting for multiple contracts preferred; proven experience managing grants and contracts and interfacing with program funders.
* Demonstrated understanding of project management, including monitoring and evaluation and data-driven decision making.
* Interest in international, refugee, and asylee issues
* Solid knowledge of public benefits processes and systems
* Excellent communication and advocacy skills
* Extremely well organized, detail oriented, flexible, and able to manage multiple tasks simultaneously
* A command of Microsoft Word, Excel, Outlook, and PowerPoint as well as proficiency in data management and quality assurance.
* High-levels of discretion and maturity in dealing with confidential information
* Bi-lingual and bi-cultural experience a plus (particularly Swahili, French, Arabic, Spanish, Haitian Creole, Pasto, Dari)
* Candidates with personal experience of/connection to immigration strongly encouraged to apply.
* Valid drivers License and access to person vehicle is required.

Duties and Responsibilities:

Program Management:

* Supervise specialized programming and strength-based resettlement, case management and employment services for IINE-Manchester clients including refugees, asylees, Haitian/Cuban entrants, unaccompanied minors and other immigrants.
* Supervise a comprehensive intake system for clients accessing employment, community services, and ESOL and support coordination between the three Departments; facilitate a weekly Client-focused Meeting to scaffold this process.
* Support staff addressing client needs, problem-solving client questions and manage client grievances; provide direct crisis intervention as needed.
* Responsible for timely completion of all relevant program contract reports including quantitative and narrative reports:
* oversee submission of monthly, quarterly, trimester, semi-annual, and annual reports;
* review and revise Managers reports and/or draft narratives with input from program staff, as required.


* Conduct internal and external audits. Work closely with program staff to ensure that case files are complete and corrections are made after a file review.
* Maintain a positive data culture within the IINE Manchester office:
* work closely with the Research, Monitoring, and Evaluation Manager to support program data management activities and IINE data collection efforts;
* trouble-shoot and address data collection challenges;
* conduct data reviews and support direct data entry as necessary.


* Supervise all client-related expenditures, in coordination with the Office Manager, including management of monthly financial reports to IINEs Central office, and back-up the Managing Director in management of site checks, credit card, and debit card.
* Provide best practices training, supervision, and support for program staff, and related interns
* Work closely with the Managing Director to maintain community relationships with health centers, public benefits offices, and community and external supports; attend and represent IINE at key program partner meetings and facilitate stakeholder meetings, as assigned.

Intern/Volunteer Program Support

* Support the Managing Director to identify suitable volunteer opportunities within the Manchester site and support recruitment, training and special project implementation.
* Rotate the responsibilities of collection, documentation, and distribution of in-kind gifts with Managing Director and Office Manager; organize gift drives and/or distribution events on a seasonal basis.

Staff Supervision

* Interview, onboard, train, and supervise community services and employment staff at the IINE-Manchester site.

Perform all other duties assigned by supervisor.
