Job Summary:

The overall purpose of this position is to manage and execute the full cycle hiring process of IEEE non-exempt and exempt positions. He or she is expected to source, interview, and hire applicants whose competencies, skills and abilities, and experience meet the specific job needs stated by IEEE hiring managers. He or she will be a strategic business partner to the hiring manager from the initiation of the hiring process to extension of the offer to the execution of the individual in the IEEE on-boarding process. He or she will be the process manager of each assigned hire and will therefore work with the hiring manager and HR in placing appropriate advertising and internal postings, creating scripts for phone interviews, and reviewing interview questions for legal and hiring appropriateness. He or she will also guide the hiring manager in determining if the use of temporary or employment agencies is appropriate.

Recruiting processes are complex and affect IEEE compliance with laws and regulations, worldwide, affect the hiring manager's ability to select qualified employees, and affect IEEE's and HR's reputation with their client communities. This position exists to support the IEEE recruiting / talent acquisition processes by performing specific activities associated with these processes. His or her ability to achieve the desired outcomes described below will depend upon the degree to which he or she masters and executes all aspects of these processes, and the degree to which he or she exhibits sound judgment, confidentiality, a professional demeanor, strong customer service skills, and excellent interpersonal skills.

He or she will be responsible for scheduling interviews in addition to providing interview scheduling support for the Manager, Recruitment.

He or she will be responsible for the new hire onboarding process, including preparing paperwork, communications with the hiring manager and the new hire. He/she will conduct new hire overview at the bi-monthly NEO (New Employee Onboarding) Sessions. He or she will administer the E-Verify process for new hires and ensure that all new hire documents are appropriately completed.

He/she will be expected to create personnel files for new hires, maintain files, close files for terminated employees, and under the supervision of the Manager, Recruitment will respond to employee and auditor requests for personnel file review, etc.

This position reports to the Manager, Recruitment and functions in an individual contributor role.

Key Responsibilities:

Specific duties include but are not limited to:

* Full Cycle Recruitment: Recruit for IEEE's regular non-exempt and exempt positions by contacting candidates, following up with candidates, and managing candidate pipeline to present candidates to hiring managers, applying high quality standards. Educate hiring managers on the recruitment process. Schedule interviews and act as the continuous liaison and coordination link with hiring managers, interviewers, members of the HR talent acquisition and job applicants. Screen applicants for interview selection and prepare offers for Compensation review and approval. Administer employment applications and tests and the administration of the background and reference verification/check process follow up on verification results and recommend proper action to help with the final hiring decision and documenting and tracking hiring information as required.
* Recruitment Compliance: Maintain timely documentation of job applicant status within the IEEE Applicant Tracking System and he or she will ensure applicant pre and post hire forms are completed in an accurate and timely manner.
* Workforce Planning: Partner with the Manager, Recruitment to implement creative recruiting resources to attract qualified professionals
* Recruitment Networking. Attend Job Fairs, recruitment conferences and seminars and develop university and college relationships to foster the IEEE Summer Internship Program
* Operational and Technical Support: Act as a back-up ATS system administrator; Assist applicants and hiring managers in their use of the applicant database; Maintain accurate recruiting data using the HRIS database and Microsoft Office tools; Maintain recruitment statistics (e.g., time-to-hire and cost-per-hire) and will report on these statistics monthly, quarterly and annually; Enter organizational and administrative data into confidential databases / technology tools; Provide back-up administrative assistance to the Recruitment Administrator, as required.
* Administration of the IEEE Summer Internship Program: Form university relationships to continually enhance the quality of intern candidates; guide hiring managers through the requisition and selection process; on board all interns and develop and roll out training to all interns which includes Internship Orientation in addition to tailored intern workshops
