Job Family – Finance & Accounting

JOB SUMMARY: Manages and executes the primary requirements related to the district’s debt portfolio ($3 billion) and the debt service fund. The position is responsible for formulating policies and procedures necessary to assure compliance with internal controls and regulatory requirements for all debt services activities. Coordinates with external consultants and district investment officers the development and execution of long term debt planning.

1. Maintains debt schedule.

2. Reviews and initiates debt service payments and issuance settlements.

3. Prepares journal entries for debt service payments and debt issuance.

4. Performs general ledger reconciliations for debt accounts.

5. Works with Treasury, Construction and Facility Services, and Bond Accounting to develop and review bond sale cash flow projections.

6. Coordinates allocation of bond investments to expenditures.

7. Prepares annual debt service fund budget along with any periodic updates including recommendations for the debt service tax rate.

8. Prepares debt footnotes and debt service reporting for the annual financial report (CAFR).

9. Reviews and proposes changes to the debt policy.

10. Assures compliance with debt policy requirements.

11. Reviews refunding opportunities with the district’s financial advisor and meets with bond underwriters and other financial partners.

12. Coordinates debt issuance with the district’s financial advisor and bond counsel.

13. Responsible for all continuing disclosure activity including annual financial disclosure report.

14. Communicates with rating agencies.

15. Oversees preparation of arbitrage reports by third party.

16. Maintains and reviews adherence to financial advisory and bond counsel contracts.

17. Manages compliance with tax exempt issuer reporting and remittance requirements.

18. Manages and maintains all required bond documents including initial and post issuance activity required items.

19. Keeps up to-date with tax exempt issuer rules and regulations required by regulatory and governmental entities.

20. Performs other job-related duties as assigned.

EDUCATION: Bachelor’s or Master’s degree in business, finance, accounting, or economics required

WORK EXPERIENCE: 5 to 7 years of accounting/finance experience with direct experience in tax exempt debt issuance.
Supervisory experience preferred but not required.

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Microsoft Office, Office equipment (e.g., computer, copier), Professional certifications such as CTP, CPA, CFA, Series 7, 50, 53 or 63 licenses preferred

LEADERSHIP RESPONSIBILITIES: Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Specifies requirements for a plan and/or budget.

PROBLEM SOLVING: Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS: Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.
