Salary:

$17.00 per hour (all new hires begin at starting rate, regardless of experience)

Benefits:

$175 monthly towards health premium, dental, vision, voluntary, or remaining dollars placed into HRA; retirement plan match maximum 2% of annual salary (403b); vacation - initially 9.33 hours per month; after three years 12.25 hours per month; sick 7 hours per month

Description:

This position is responsible for fee for service and contract billing, collecting and coordinating accounts receivable, and support/lead fiscal audits along with maintaining organized and accurate documentation for all functions.

Essential Functions

Communication:

* Provide accounts receivable related customer service to parents, clients and Harmonium supervisors
* Effectively communicate continuous improvement opportunities to supervisors
* Resolve customer queries in a timely and professional manner
* Correspond proactively with funders claims and audits

Agency Leadership:

* Adhere to fiscal and Harmonium policies and procedures
* Advance the Agency's mission, vision, initiatives and core values within respective role

Job Complexity:

* Review, update, or create standard operating procedures related to job duties
* Complete fee for service and contract billing on a monthly basis in accordance with contract requirements
* Monitor subcontracts related to billing
* Respond to billing questions that arise from monthly budget reviews
* Monitor customer account details for non payments, delayed payments and other irregularities to ensure timely collection
* Maintain and produce trending reports, projections and metrics on a monthly basis
* Ensure accuracy of all work in accordance with established due dates
* Perform monthly exclusion and debarment verifications
* Participate in the development and implementation of Fiscal's strategic plan
* Develop expertise in billing software and provide training/consultation to staff as needed
* Maintain records and documentation in a highly organized manner that is accessible at all times

Accountability:

* Ensure Accounts Receivable is and all data entry are accurate in accounting system; perform adjusting entries
* Reconcile monthly activity and prepare month end reports, identify any irregularities and provide recommendations for resolution
* Maintain up-to-date paper and electronic contract billing files (including claim forms, back-up documentation, correspondence, fully executed contracts, etc.)
* Initiate and document all communication regarding collections of pending payments and provide monthly updates to supervisor
* Prepare information related to contract and agency audits
* Adhere to established policies, procedures and internal control requirements

Decision Making:

* Judgments and decisions are guided by Harmonium and program and service area policies and guidelines
* Able to prioritize and alert supervisor of potential opportunities, risks and challenges

Staff Supervision:

* Provide project-based supervision to fiscal interns

Minimum Competencies:

* Associate's degree in finance, business or accounting is preferred
* 2 years experience related to accounts receivable including billing required
* Solid computer skills with working knowledge of accounting programs (MIP preferred), Google applications, and MS Office (Excel & Word)
* Highly organized and able to effectively management time
* Superior interpersonal/customer service skills and analytical skills
* Excellent analytical skills and attention to detail
* Valid TB results required
* Must receive Fingerprint Clearance upon hire (paid by Harmonium)

Physical Requirement:

* Ability to perform data entry functions
* Ability to operate computer
* Frequent repetitive hand use and simple grasping
* Occasional standing, walking, kneeling, bending, twisting, pushing, pulling, reaching above, and below the shoulder
* Ability to lift and carry up to twenty pounds
* Ability to sit for prolonged periods
* Work is normally performed in a typical interior/office work environment
* High energy needed with the ability to balance multiple high-stress tasks
* No or very limited exposure to physical risk
