Policy Analyst

About the Cash Product Office

The Cash Product Office provides strategic leadership and supporting services to the Federal Reserve's FedCash Services business line. Based in San Francisco, the Cash Product Office provides strategic direction to the operations of 28 Cash Services locations across the United States, each with its own staff, equipment, and vault, and that collectively handle approximately 33 billion pieces of United States currency each year.

About the role:

To set its strategic direction and make sound business decisions, the CPO conducts qualitative and quantitative analysis of Federal Reserve cash business trends, the broader payment system, and the policies that govern FedCash Services. Your job will be to drive analysis of policies and how they interact with our business and the payments landscape. You will examine Federal Reserve operational data to derive insights about business trends, obtain and analyze data to spot important developments in the cash and payments industry, and present your findings to diverse audiences both internally and with industry partners. You will help administer FedCash services policies and have the opportunity to lead and support multiple projects at a time, both as an individual contributor and in collaboration with other analysts in the CPO and across the Federal Reserve System. Examples include: validating, analyzing and depicting data from the Diary of Consumer Payment Choice and other data sources; providing project management for data collection and survey design efforts; supporting industry outreach efforts; designing, conducting and reporting on new analytical initiatives to address emerging business questions; and preparing and delivering team publications and presentations. The position will be based in San Francisco.

Do you:

* Have a strong background in economics, public policy, or a related subject
* Understand or want to learn about the Federal Reserve's operational and policy roles in the U.S. payment system
* Have the creativity, analytical rigor, and organizational awareness to identify and develop new policies or business practices within the Federal Reserve
* Have strong data analysis and visualization skills
* Have excellent written and verbal communication skills

Job Responsibilities will include:

* Initiate, research, prepare, and present a variety of analyses, including short and long papers, dashboards, and ad-hoc projects, for both internal and external audiences. Use varied analytical tools and datasets to derive meaningful and nonobvious insights.
* Perform day-to-day policy administration and project management tasks in a collaborative, team-based environment.
* Establish and maintain effective relationships with Reserve Bank peers, management, and industry partners to meet short, mid, and long term national objectives.
* Collaborate with all levels of the organization and industry partners on decisions and strategic options that may have operational or policy implications for FedCash Services
* Prepare and present high-quality deliverables for diverse partners inside and outside of the organization.
* Identify opportunities for improvement of existing policy processes and build and present the case for change.


* Undergraduate degree in economics, public policy, political science, business, or a related subject; high achievement in courses such as public finance, quantitative modeling, statistics, econometrics
* 2 years of related experience with data analysis in the areas of data management, mining, analysis and reporting, including the use of spreadsheet, database, and statistical programs and languages (e.g. SQL, SAS, and STATA) for the purposes of manipulating, structuring, and presenting data on multiple operating systems/platforms
* Ability to coordinate and work with diverse groups of subject matter experts in person, via phone, video conference, and written communications.
* Strong critical thinking skills with a proven ability to take on complex problems and break them down into constituent parts.
* Ability to work effectively with or without direct supervision, in teams or independently.
* Strong personal initiative, time management, project management, and organizational skills.
* Strong written and verbal communication skills
* Proven ability to handle multiple concurrent projects, changing priorities, deadlines and informational needs
* Expertise in MS Office Suite (Word, Excel, PowerPoint), SQL, and data visualization tools like Tableau
* Must be a Green Card holder with the intent to become a US Citizen or a US Citizen
