Workforce and Facilities Planning Manager

The role purpose is to:

  • Provide processes, people and systems for Workforce and Facility Planning which enables effective allocation of resources to workload within the Engineering, Operational and Project Management disciplines, focused on work starting in the 0 - 3 month horizon
  • Lead the resource management community to ensure a consistent and single way of working adopted by all Resource Managers and Facility Planners.
  • Develop best practice to improve workforce & facility planning processes, systems and tools

Key Accountabilities:

Near-term Demand Fulfilment:

  • Responsible for ensuring all activities starting in the next 3 months have a resourcing solution agreed (people & facilities). This involves a) ensuring that viable integrated resourcing options from supply-side are offered to demand-side; b) proactively facilitating stakeholders to achieve a timely and informed collective decision-making on a resourcing solutions; c) ensuring that all stakeholders are kept fully informed

Business Performance & Customers:

  • Responsible for ensuring that the W&FP function is focused on supporting operational business performance (business winning and delivery) and customer advantage through collaboration, while balancing the need to maximise productivity and support professional/functional capability development

Conflict Resolution & Complex Solutions:

  • Lead on all resource confliction resolution decisions across all discipline, when escalated up from Resource Managers and Facility Planners. Provide leadership on fulfilling resource demands from IDTs and business winning activities to agreed target timescales, liaising with demand and supply stakeholders to achieve agreement.

Line management:

  • Lead the W&FP community, ensuring that all Resource Managers and Facility Planners have appropriate professional development plans and there is a robust plan for the development of the functional capability

Productivity Improvement:

  • Proactively identify, analyse and highlight spare resource capacity and constraints or working practices that negatively impact on the flexibility, realisable capacity and productivity of resources. With the Heads of Discipline, propose corresponding improvement changes.

Procedure Implementation:

  • Ownership of and adherence to corporate Workforce & Facility Planning (W&FP) policy and procedures across all Discipline.

Process Improvement:

  • Lead on identifying improvements to the W&FP processes and systems. Develop and implement an agreed improvement roadmap.
  • Leadership & Development: Leading and developing a competent and high-performing W&FP community that is effectively integrated across the business, provides a resilient and flexible service and acts as a catalyst for collaboration.

Key Capabilities/Knowledge:

  • Confidence to make complex decisions under uncertainty and pressure.
  • Excellent abilities to direct and lead a large geographically dispersed team of Resource Managers.
  • Strong leadership ability to ensure that decisions are implemented in accordance with agreed plans and to challenge behaviours and accepted working practices at all levels.
  • Strong organisational and communication skills to include an ability to tailor style to different audiences.
  • Act as a role-model by exhibiting flexible and adaptable qualities and being a high performer in a dynamic environment.
  • Demonstrate high-levels of negotiating and influencing skills with the ability to build strong relationships quickly at all levels and across all disciplines.
  • Able to rapidly assimilate a complex situation, identify and focus on the key issues to achieve a desired corporate strategy and objectives.
  • Demonstrable high level of IT competency including the ability to learn new systems and packages as required.
  • Strong analytical and problem-solving skills including innovative and creative thinking.

Experience & Qualifications

  • Direct experience of leadership including managing and allocating resources - at least 10 years desirable
  • Proven experience of interacting with a wide range of external and internal stakeholders including all depths up to director levels
  • Degree level academic qualification in a subject requiring strong analytical, conceptual and organisational skills.
  • Desirable - have worked in programme delivery or similar.
