Manager - Vendor Management

Description:

  • Responsible for assisting the Contract Portfolio Leader (Director) in the management of the large vendor relationships and will be accountable for a sub-portfolio of a portion of the portfolio of vendor relationships. Areas of responsibility will include participation in vendor and stakeholder engagement, vendor governance, contract negotiations and management, contract renewals maintenance for large vendors and lead same activities for their assigned vendor relationships.

  • The role will provide expertise and leadership in the area of vendor management and related activities interacting regularly with senior or executive levels on matters concerning the business's operations through regular contact with specified business unit designees.

  • In addition, the resource will be responsible for establishing, tracking and managing an ongoing methodology for the management and governance of contractual Service Levels.

  • Staff and business process augmentation outsourcing experience is preferred.

  • 10% occasional travel to NCAL, CO, San Diego

Top Daily Responsibilities:

  • Contract Lifecycle: Support negotiations, renewals, transition and retirement for in-scope vendors. Accountable for preparation of associated collateral and ensuring alignment to business case within one or more areas in NCA/MSSA.

  • Vendor Governance: Ability and experience with identification of contractual Service Levels and enforcement of vendor performance of those Service Levels. Assist in change management and process improvements both internally within the respective department and in collaboration with other managers and senior leaders as it pertains to vendor management.

  • Vendor and Stakeholder Engagement: In conjunction with the Contract Portfolio Leader, establishes operational objectives and work plans outlining the business strategy and priorities, business criticality of end to end services and demand/cost drivers; establishes strategy and tactics within sub portfolio area of responsibility; may participate in National Claims Administration (NCA) strategy formulation; participates in the development and implementation of supplier management improvement strategies and innovation across NCA and MSSA.

  • Full/Partial Vendor Portfolio Management: Supports the spectrum of vendor portfolio services for in-scope vendors and clients.

  • Financial Planning & Tools: Assists with and when appropriate will lead planning, budgeting, forecasting and managing activities within one or more sub-portfolio(s): Identify and coordinate with clients, vendors and other teams to ensure that activities within one or more sub-portfolio(s): Identify and coordinate with clients, vendors and other teams to ensure that budgeting, financial and contractual deadlines are successfully met. Identify cost reduction initiatives through strategic partnership with internal customers, vendors and other groups. Understand the application of financial concepts and terms to support contract management operations (eg Total Cost of Ownership); Understand the financial systems that support the contract processes (Utilize and leverage an asset management tool for asset tracking and data analysis.

Requirements:

  • Bachelor's degree in business administration highly preferred, OR four (4) years of additional experience in a directly related field. High School Diploma or General Education Development (GED) required.

  • Minimum five (5) years of experience in a vendor management capacity, preferably in a HealthPlan/HealthCare Vendor environment. (9 years if no Bachelors).

  • Contract negotiation experience.

  • Ability to manage multiple projects simultaneously

  • Timely and quality delivery of services

  • Organizational skills

  • Attention to detail

  • Excellent verbal and written communication skills

  • Staff and business process augmentation outsourcing experience is preferred.

  • Experience with outsourcing/offshore contracts

  • Experience with claims related contracts

  • Experience with healthcare contracts

  • Facilitation experience

  • MVR Required
