Job Description


The System Controller II is responsible for monitoring and controlling the movement of natural gas through pipelines in accordance with contractual requirements, system capabilities and company policies and procedures.  Under direct supervision, this position operates a control division while maintaining reliability, integrity and safety of the assets.  Maintains and applies working knowledge of applicable State and Federal laws, regulations, tariff provisions and company policies and procedures.  Monitors flows, pressures, and associate equipment within the control division through the use of SCADA.  Demonstrates knowledge of the assigned control division.  Remains current on all certifications necessary to be a Qualified System Controller and displays the skills and abilities necessary to be an effective team member.


This position is part of a formal training program.  The selected individual will be required to successfully complete the training program within the time period specified under the program guidelines.


Essential Duties/Responsibilities:

  • Obtain and remain current on qualifications, certifications, and knowledge necessary to be certified as a Qualified System Controller
  • Operate control division(s) under direct supervision while maintaining reliability, integrity and safety of the company’s assets
  • Execute all CRM departmental procedures and ensure compliance with all related regulatory bodies
  • Display operational decision-making ability and escalates issues outside of standard processes and procedures
  • Efficiently manage pipeline operations to meet daily plan and seasonal targets
  • Acquire and maintain knowledge of assigned control division
  • Acquire the ability to operate assigned control division in a reliable, safe and efficient manner
  • Demonstrate ability to troubleshoot operational issues
  • Assist in Company emergency response efforts, monitor pipeline looking for series events and provide support for field team response and remediation
  • Manage tactical Incident Response for System Control
  • Monitor current day imbalances, under direct supervision determine operational impact and report to Capacity Optimization
  • Manage operational changes necessary to complete maintenance activities, escalates complex issues as needed
  • Ensure organized and complete entries are logged in system control activity journal as part of permanent record.
  • Communicate with company employees, government agencies, customers and general public
  • Complete shift change procedures to ensure all critical information is relayed to other system controllers
  • Assist with Line Locate requests
  • Identify and escalate SCADA communications outages
  • Identify and report measurement equipment issues
  • Implement the internal communication plan in the event of a communication outage


Education and Experience:

  • High School Diploma or GED
  • 1 year related experience
  • Bachelor’s Degree preferred


Knowledge, Skills, Abilities:

  • Knowledge of pipeline operations and remote control systems
  • Ability to read, write and perform mathematical calculations as may normally be acquired through completion of high school
  • Ability to communicate effectively in speech and writing
  • Ability to manage multiple projects, priorities and deadlines
  • Ability to anticipate new situations and/or changing demands and respond proactively
  • Ability to identify creative and innovative solutions to resolve problems and make sound decisions
  • Ability to use PC software proficiently, including spreadsheets, database, word processing and presentation software
  • Ability to motivate self to accomplish projects and achieve goals with minimal supervision, including self-directed learning
  • Ability to demonstrate commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, and other Company policies and procedures and do so consistently, take all required training courses and do so timely
  • Ability to demonstrate respect for all individuals, adhere to the Company’s values and business practices and do both consistently
  • Ability to type 30 words per minute
  • Knowledge of system control policies, procedures, and strategies to promote effective protection of the public, data and property
  • Ability to exercise strong, professional judgment, utilizing job knowledge and experience to evaluate risks and manage outcomes
  • Ability to interact professionally, effectively and tactfully with internal and external stakeholders
  • Ability to effectively analyze and resolve problems of various complexities

Physical Requirements:

  • Able to sit and view terminal for long periods of time
  • Able to demonstrate and apply the manual dexterity to operate a personal computer
  • Able to exert up to 20 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull or otherwise move objects
  • Able to bend, stoop, squat and/or kneel for filing and must be able to sit for extended periods of time
  • Requires vision sufficient to read data and distinguish color coding on computer screens


Working Conditions:

  • Office environment with long periods of sitting
  • Able to work in fast paced, high stress environment to meet deadlines
  • Work is sometimes very fast paced requiring the ability to simultaneously handle multiple issues and phone calls while making decisions and implementing operating changes.
  • Able to work overtime as required to cover desks
  • Able to work in an office environment, regardless of whether cubicle, open office or private office
  • Able to travel occasionally to meetings or for training, occasionally overnight
  • Extensive use of computers and telephone
  • Rotating shifts that include working on nights, weekends and holidays
  • Requires occasional travel to field locations
