This is a career development opportunity in the excepted service under the Bureau of Reclamation Recent Graduate Program. After completion of the required training period, meeting all of the requirements of a specialized participant agreement, meeting all of the Office of Personnel Management qualification requirements for the position, and receiving a favorable recommendation from management, the individual selected for this position may be converted to a term, career, or career-conditional appointment in the competitive service. This position is located with the Bureau of Reclamation, Northern California Area Office, Operations and Maintenance Division in Shasta Lake, California. Duties

Position may be filled at the GS-05 or GS-07 level. The duties of the GS-05 and GS-07 are developmental in nature, leading to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.

GS-05 duties:
Provides support for the Northern California Area Office (NCAO) in the operation, maintenance, and modernization of power and water conveyance and power generation and utilization systems. Provides technical assistance to electricians and technicians by interpreting drawings and specifications for installation, repair, and improvement of electrical equipment. Adapts technical data to usable drawings and instructions for field installation. Performs design work for additions, revisions, or modifications to electrical equipment and facilities as necessary for improved operation. Reviews wiring diagrams, schematics, and assembly drawings for correctness and compliance with Bureau of other established standards and recommends changes for improvement. Assists higher grade engineers in preparation and testing procedures to implement computerized control of power plant operation. Performs drafting and writes simple specifications and requisitions for purchase of parts. GS-07 duties:
Prepares layout and detail drawings on routine projects or works on specific portions of a larger and more complex project that has been assigned to a higher-graded engineer. Makes on site investigations and inspections of the electrical features of project facilities under repair via contract to assure that contract personnel comply with plans and specifications and to report discrepancies and deficiencies to supervisor. Tests installed electrical systems for such factors as voltage, resistance, proper distribution of current, insulation, and power input using standard techniques. Studies engineering texts, periodicals, manufacturers publications, and other technical material to obtain or compile information on materials, equipment and pertinent data to be used by higher level engineers in the development of specifications for electrical installations. Reviews architectural engineering work of minor complexity under guidance of senior electrical engineer. Ensures proper application of electrical engineering principles in design features. Identifies deficiencies and recommends corrective action. At the full performance GS-12 level, the incumbent serves as a Senior Electrical Engineer performing the following:
Serves as a lead project engineer on complex, long range projects involving major electrical equipment and systems concerning planning and design phase of maintenance and improvement projects. Prepares electrical designs and cost estimates covering the new, repair, maintenance, and improvement of all electric, electronic, and electro-mechanical equipment and systems. Prepares justifications, supporting data, requisitions, technical reports and correspondences. Performs technical review of designs and documents prepared by others. Performs system checkout, operational tests and adjustments of newly installed, modified, or readjusted equipment and controls. Provides engineering leadership and consulting services on the design, production of equipment, installation, testing and operation.
