About the Agency

Position is being advertised concurrently under BR-DO-2015-266 for current federal employees serving under a competitive service career or career-conditional appointment or reinstatement eligible. Reclamation is seeking a professional looking for an opportunity to capitalize on his/her expertise as an Electrical Engineer. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Would you enjoy ensuring the safe and efficient operation of Government facilities? Responsibilities include, performing studies, calculations, drawings, and specifications relative to the design, construction, operation and maintenance of the control and automation systems used for power and pumping plant facilities.

LOCATION: Technical Service Center, Infrastructure Services Division, Hydropower Diagnostics and SCADA; Lakewood, CO.

DUTIES: Back to top -Plans, prepares, performs and/or directs laboratory and major field test investigations on key equipment such as large motors and generators, transformers, circuit breakers, and associated control and protection equipment.

-Performs research and experimental development activities in power apparatus and field testing; power apparatus insulation testing and evaluation.

-Performs preparation and maintenance of references, standards, publications, and articles related to present and future projects and prepares and delivers lectures and training courses as Western Area Power Administration's Electric Power Training Center, Reclamation O&M Conferences, and Reclamation facilities for engineering, craft, technical, and non-technical personnel.

-Develops and/or executes electrical related safety and health policies in the office and in the field.

QUALIFICATIONS REQUIRED: Back to top MINIMUM QUALIFICATION REQUIREMENTS: Applications must first meet the Basic Education Qualification Requirements listed below:

A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must have additional specialized experience as defined below:

GS:13 - 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in Federal service.

GS-13: DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities in at least three of the following:

(1) Experience in hydropower diagnostics and testing, specializing in power transformers.

(2) Performing high voltage testing, calculations, reviewing work for technical accuracy and preparing test reports and spreadsheets outlining findings.

(3) Performing as a team leader and project manager on tasks involving testing and diagnostics of the electrical powertrain found within a hydro generator and assign work to others within the team.

(4) Administering contracts greater than $100k and ensuring work is performed within the best interest of the government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
You must meet all qualification requirements, including any selective factors, by the closing date of this announcement.

Selective Placement Factor: This position requires a current valid professional engineering license. Failure to provide proof of this license with your application will make you ineligible.
HOW YOU WILL BE EVALUATED: Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category. The assessment questionnaire will take you approximately 30 minutes to complete.

4. Ability to ensure worksite is safe, minimize damage to equipment, and advocate for safety of employees and public.
