Responsibilities

* Performs work related to the contract pre-award process (i.e., the work necessary to secure a contract to acquire goods and/or services). Performs contracting work using formal advertising and/or limited negotiation procedures.
* Performs work related to the contract post-award process (i.e., the work accomplished after contract award).
* Performs all aspects of contracting transactions from initiation to recommendation of award for off-the-shelf items and/or services that are available from numerous sources.
* Performs all aspects of contracting transactions from initiation to recommendation of award for off-the-shelf items and/or services that are available from numerous sources.
* Monitors outstanding contracts to ensure satisfactory progress, to assure compliance with the terms and conditions of the contract, and to identify problems that threaten contractor performance.

Qualifications

Basic Education Requirements: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Specialized Experience Requirement: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.

To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal service or 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

Specialized experience at this level is defined as: preparing and issuing solicitations; reviewing offers for responsiveness to the solicitation; awarding the contract. Performs work related to the contract post-award process. Performs contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript bears the University Seal and a signature certifying its authenticity and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Education

This position has a mandatory education requirement; applicant must furnish a copy of transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in applicant being rated not qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
