Membership in the National Guard is Required: This is an Excepted Service position that requires membership in the Washington National Guard as a condition of employment. This position is located in the Data Systems Information & Integration Division. Provides assistance, advice, and guidance to organizational users, both in the administrative and technical areas, concerning the use of the multiple database management systems available for use. Using software-engineering techniques, designs new applications that enhance existing systems. Responsible for the management of quality assurance and system efficiency functions of assigned relational database management systems (RDBMS) by enforcing the prescribed RDBMS. Reviews and implements security provisions to ensure authorized access and integrity of the RDBMS. Provides technical advice and coordinates the monitoring and tuning requirements of RDBMS optimization of performance. Reviews system documentation, user manuals, and training guides. Troubleshoots problems involved in the input, retrieval, or modification of database information as well as the general operation and maintenance pertinent to any of the organizations data system elements or sub-elements. Tests new DBMS software and implements updates and changes. Ensures resolution of DBMS inconsistencies across the installation in coordination with other information technology specialists and systems administrators. Develops system backup and recovery plans assigned RDBMS applications. Mates recommendations on alternatives involving major projects. Analyzes DBMS inconsistencies with other system administrators and devises recovery plans for failure resolution. Provides technical assistance to personnel involved in developing system design, programming, specifications, and adapting commercially available software. Participates in the analysis of requests for new and modified applications. Provides DBMS maintenance of a data dictionary, listing the kinds of data in databases and how to access them. Coordinates and integrates data elements for a variety of projects in a number of dissimilar areas. Performs other duties as assigned.

Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Specialized Experience:

GS-12 level must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, and other characteristics). NOTE: You do not have to respond to the KSA's separately but your resume should contain sufficient information to demonstrate possession of the KSA's.

-- Knowledge of basic RDBMS design concepts and data management methods.

-- Skill in applying programming methods and techniques to specific assignments.

-- Knowledge of, and skill in backing up and recovering failed database systems.

-- Knowledge of, and skill in using commonly used data query languages to create data retrieval reports and manipulate data to meet the customers + IBk- needs.

-- Knowledge of, and skill in applying established security measures to ensure the integrity of systems.

-- Knowledge of a wide range of standards, principles, concepts, methods, policies, system testing principles and methods, and authorized system approaches pertinent to database management.

-- Knowledge of IT resources and infrastructure including automated systems, IT equipment and software, system technology, provisions and requirements of a variety of standardized administrative and technical database systems. Applies this knowledge in serving as a technical expert concerning the application, implementation, and maintenance of the organizations automated database system and the resolution of associated system problems.

-- Broad knowledge of system design, programming techniques, local operating system software, and RDBMS concepts in order to achieve optimum performance and utilization of the RDBMS.

-- Analytical ability to gather, assemble and analyze facts, draw conclusions, and devise solutions to problems and increase the effectiveness of the RDBMS.

-- Knowledge of system software design and knowledge of computer language sufficient to develop or monitor development of schema that interface with vendor software.

-Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action.

-Participation in direct deposit is mandatory.

-All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor.
