The selectee for this position will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule. Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Information on Temporary and Term Appointments:

Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Temporary actions taken under this announcement may be made permanent without further competition.

Term appointments may be extended up to 6 years at the discretion of management and in accordance with applicable regulations. Additionally, selectees may be noncompetitively converted to permanent career-conditional or career appointments under specific conditions.

Temporary or term positions may be terminated at any time before the established not-to-exceed date.

Responsibilities

Duties and responsibilities will vary based on Position Description and Grade Level.

Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-05: Your resume must also demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology OR you have at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector 1) Identifying and mitigating hazards in the workplace; 2) compiling reports using Microsoft Word, Excel, and other software; 3) presenting briefings to upper management. (Note: Experience must be in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must demonstrate the achievement of knowledge equivalent to a degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology) OR you have a combination of education and experience that equates to one year of experience OR Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology OR you have have successfully completed a bachelor's degree with superior academic achievement in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Providing guidance on Safety and Occupational Health laws, regulations, principles, theories, practices and procedures to advise personnel; 2) Participating as a member of a survey or inspection team led by a higher graded specialist to learn the techniques of hazard identification; and 3) Reviewing past inspection records of mishaps to prevent unsafe acts or work practices OR you have a combination of education and experience that equates to one year of experience.

About Department of defense

The Department of Defense, for one, has made considerable progress since receiving its barely passing grade. MITRE, a Massachusetts-based technology think tank, has completed an evaluation of Defense systems and made a series of recommendations. And according to the Defense Department's Year 2000 program coordinator Carla von Bernewitz, the department is now well into the assessment stage, with "pockets of the DOD already involved in testing." One move toward a more unified federal response has been the establishment of a General Services Administration Web site.
