Job Description

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is located with the U.S. Army Test and Evaluation Command (ATEC), ElectronicsProving Ground (EPG), Command Support Directorate, Fort Huachuca AZ.

This is an interdisciplinary position, which may befilled as a Computer Engineer, GS-0854, Electronics Engineer, GS-0855, ComputerScientist, GS-1550 or General Engineering, GS-0801.

This position is being recruited at a developmental gradeof GS-12 with promotion potential to the GS-13. Management may select at either grade levels (GS-12 or GS-13). The incumbent may be noncompetitively promoted to thefull performance level after meeting all regulatory requirements and upon therecommendation of management. Promotion is neither implied nor guaranteed.

Duties

* Applies specialty area expertise to projects which arebroad and complex in scope, addressing and encompassing such areas asElectronic Warfare, Cyberspace and Offensive Operations, Radar, and SignalsIntelligence concepts and systems to include integration into Man Portable,Ground Vehicle and Airborne Platforms.
* Personallyauthors or actively participates in the development of significant technicalconcept papers, architectures, and system designs whichintegrate Army requirements in and between programs and projects, advancethe state-of-the-art, and provides new and unprecedented system/networkcapabilities.
* Represents U.S. Army Test and Evaluation Command (ATEC), Electronics Proving Ground (EPG, at key national level civilian, military, and industryconferences and panels.
* Serves as subject matter expert at the fullperformance level of GS-13 providing technical expertise, advice, and guidancefor preparation of plans and conceptual frameworks for the testing andevaluation of major Army tactical command, control, communication and computing(C4), intelligence, reconnaissance and surveillance (ISR) systems

The Department of Defense, for one, has made considerable progress since receiving its barely passing grade. MITRE, a Massachusetts-based technology think tank, has completed an evaluation of Defense systems and made a series of recommendations. And according to the Defense Department's Year 2000 program coordinator Carla von Bernewitz, the department is now well into the assessment stage, with "pockets of the DOD already involved in testing." The site operates as the government's Year 2000 clearinghouse, with background information, contact names, vendor/contract data and conference schedules available for department and agency use.
