JOB SUMMARY:
About the Agency

The Institute for Telecommunication Sciences (ITS), Telecommunications Engineering, Analysis, & Modeling Division (E) (ITS.E) is looking for an energetic, innovative Electronics Engineer who will enjoy working in a dynamic and mission driven organization. The ideal candidate will have specialized experience programming, designing, and developing software applications. This position requires knowledge of the theories, principles, and methods of electronics. The selectee will perform professional engineering work in the study of electronic circuits, circuit elements, equipment, and electromagnetic or acoustical wave energy systems for communication, computation, sensing, control, measurement, or navigation.

This position is located in the Institute of Telecommunication Sciences (ITS), National Telecommunications and Information Administration (NTIA). The selectee will serve as an Electronics Engineer. The mission of NTIA is to serve as the President's principal advisor on telecommunications and information policy issues. NTIA develops domestic and international telecommunications and information policy for the executive branch, ensures the efficient and effective management and use of the Federal radio spectrum, performs state-of-the-art telecommunications research, engineering, and planning, and administers broadband programs. ITS is the research and engineering laboratory of NTIA. ITS supports NTIA by performing the research and engineering that enables the U.S. Government, national and international standards organizations, and many aspects of private industry to manage the radio spectrum and ensure that innovative, new technologies are recognized and effective. The ITS.E evaluates and enhances the technical performance characteristics of existing, new and proposed individual telecommunication systems for the purpose of improving efficiency and enhancing the technical performance of those resources.

DUTIES: Back to top The selectee will be responsible for designing and constructing propagation modeling tools, testing those tools and applying them. This includes analyzing coverage areas, measured data and user needs/requirements, defining systems requirements, specifying data structures, formats and values for electronic records, configuring hardware and software, and testing and validating models with field measurements. He/She will handle and move various electronic components and instruments.

QUALIFICATIONS REQUIRED: Back to top In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:
You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum. Veterans unable to apply within two years of receiving their degree due to military service obligation shall have a 2-year period of eligibility to apply that begins from the date of release or discharge from active duty; however, the veteran's eligibility period cannot extend beyond 6 years from the date of graduation. ZP-II: To qualify for the ZP-II, applicants MUST possess at least one year or 52 weeks of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-5 or equivalent pay band, ZP-1) in the Federal service. Specialized experience is defined as experience in programming; designing and developing software applications; migrating information between applications and transferring/validating software; writing; and developing and making presentations OR you can substitute 1 year of graduate-level education or superior academic achievement (equivalent to the GS-7) OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (equivalent to the GS-9) OR a combination of specialized experience and education.

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies .

This position has a positive educational requirement. Applicants must possess the following:

Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
