Description

Under supervision, provides routine veterinary medical assistance to either a Veterinarian or a Veterinary Technician - Registered at Ventura County Animal Services; assists in identifying, caring for, and treating sick and injured shelter animals; maintains animal clinic in a clean and sanitary manner.

Distinguishing Characteristics:

Positions in this class provide veterinary medical assistance in the care and treatment of ill and/or injured animals at Ventura County Animal Services. The Veterinary Assistant is distinguished from the Veterinary Technician - Registered position in that the latter position is licensed by the California Veterinary Medical Board and is able to perform certain medical procedures.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam with a score of seventy percent (70%) or higher.

DEPARTMENT/AGENCY: Health Care Agency - Animal Services

Veterinary Assistant is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies within the Health Care Agency. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to the following:

* Under direction of Veterinarian and/or supervision of the Registered Veterinary Technician, provides medical care and treatment to animals by assisting in conducting physical examinations and observing for clinical symptoms.


* Assists with admissions, discharges and surgical releases.


* Checks incisions, clips and bathes animals to remove mats, blood, tar or other materials detrimental to the animal's health.


* Cleans and prepares the operating rooms/treatment rooms, surgical instruments, medical equipment, medications and sedatives for use.


* Ensures that correct equipment and instruments are at hand, that monitoring and support equipment such as anesthetic machines, monitors, scopes, breathing apparatus are operable and sanitizes necessary equipment, instruments and the surgery area.


* Prepares instruments and medical supplies for Veterinarian use; prepares animals for various types of surgery; assists with anesthesia procedure.


* Maintains records of animal treatments and monitors the feeding, care and physical condition of animals under veterinary care.


* Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Any combination of experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by:

One (1) year of experience in the care and handling of animals in an animal care clinic or animal care facility, OR a certificate of completion of a Veterinary Assistant certification program.

Necessary Special Requirements:

* Must be willing and able to work rotating shifts including nights, weekends and holidays
* Ability to stoop, bend, lift, carry and/or move animals and supplies up to 50 pounds
* Must possess and maintain a valid California driver license
* Incumbents are required to wear a uniform during work hours

Knowledge, Skills and Abilities:

Knowledge of: animal behavior, anatomy, common animal diseases, care and feeding of animals, cleaning and disinfecting methods; cleaning procedures and appropriate cleaning agents, supplies and equipment; techniques of administering medications and treatments to animals; general surgical procedures and equipment used in an animal health clinic; inventorying and maintaining pharmaceutical supplies and equipment.

Ability to: handle and care for animals in a humane manner; recognize abnormal behavioral and physical symptoms in animals; safely handle and maintain clinic medical instruments and equipment; develop and maintain cooperative working relationships; deal tactfully with the public; maintain simple records and make reports as necessary.

Working Conditions:

Duties are performed primarily indoors and involve moderate to heavy physical activities. There is frequent exposure to dangerous and/or diseased animals. Will be required to work rotating shifts, including nights, weekends and holidays.Recruitment Process

APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

COMPARATIVE SCREENING - qualifying: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral exam. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questionnaire.

ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the exam process may be placed on an eligible list for a

period of one (1) year.
