County Of Imperial is looking for qualified applicants for the following position:

 

Director Of The Workforce Development Office

 

Approximate Monthly Salary

$7,293 - $8,865

Basic Function:

Under the direction of the Board of Supervisors, plan, organize, coordinate and administer assigned Workforce Development Office programs and services; assure compliance with applicable laws, codes, rules, regulations, policies and procedures; train, supervise and evaluate the performance of assigned personnel.

 

Representative Duties:

Plan, organize, coordinate and administer assigned Workforce Development Office programs and services; assure compliance with applicable laws, codes, rules, regulations, policies and procedures. Plan, organize and implement long and short-term programs and activities designed to develop assigned programs and services. Prepare or direct the preparation of correspondence, contracts, media releases, budgets, requests for proposals, reports and other written materials regarding assigned programs and services; prepare and deliver oral presentations to the Board as requested; prepare, review and approve items for Board consideration. Train, supervise and evaluate the performance of assigned staff; interview and select employees and direct transfers, reassignment, termination and disciplinary actions; allocate personnel and resources to optimize departmental efficiency and effectiveness. Develop and prepare the annual departmental budget; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations and County policies. Assure proper accounting and record-keeping for program funds in accordance with federal regulations and audit requirements; participate in audit resolutions as needed. Develop, design and direct methods, techniques and procedures to evaluate grant administration, contract preparation, federal performance requirements and use of designated funds. Communicate with training agencies, partners, private and public social service organizations, State agencies, administrators and others to coordinate activities and programs, exchange information and resolve issues and conflicts. Serve as the business agent and primary operating partner for the One Stop Employment Service Centers; coordinate and lead operating consortium. Attend and conduct staff and administrative meetings; serve on various committees and represent the County at local, regional, State and federal meetings and conferences; maintain current knowledge of program rules, regulations, requirements and restrictions; drive a vehicle to various sites to conduct work as necessary. Direct the preparation, maintenance and timely distribution of departmental records and reports regarding contract compliance, program activities, assigned grants, agency performance, participants, funds and personnel. Respond to inquiries from County departments, partners, community organizations and the public regarding assigned programs, activities and regulations. Operate a computer and assigned software programs; operate other office equipment as assigned. Perform related duties as assigned.

 

Knowledge And Abilities:

 

Knowledge Of: Goals, objectives, policies and regulations of assigned programs and services. Historical development of job training programs. Applicable laws, codes, rules, regulations, policies and procedures related to assigned activities. County government and units of local government. Principles and practices of administration, supervision and training. Budget preparation and control. Correct English usage, grammar, spelling, punctuation and vocabulary. Oral and written communication skills. Public speaking techniques. Record-keeping techniques. Research methods and report writing techniques. Interpersonal skills using tact, patience and courtesy. Operation of a computer and assigned software.

 

Ability To:

Coordinate employment training programs with partners, social service organizations, training agencies, volunteer groups and other community resources. Design and develop program evaluation techniques and methods. Direct thorough and accurate record-keeping to assure compliance with audit requirements, Direct the maintenance of a variety of reports and files related to assigned activities. Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationships with others. Prepare and deliver oral presentations. Develop and prepare the annual departmental budget. Compile and verify data and prepare statistical reports. Train, supervise and evaluate the performance of assigned personnel. Interpret, apply and explain applicable laws, codes, rules, regulations, policies and procedures. Operate a computer and assigned software. Plan and organize work.

 

Education And Experience:

 

Any combination equivalent to: bachelor’s degree in social science, public administration or a related field and five years of increasingly responsible experience in an employment training agency including three years in a supervisory capacity. Licenses And Other Requirements:

 

Valid California driver’s license and proof of current California auto liability insurance at time of appointment, and throughout employment in this classification. Personal transportation for job-related travel.

 

Working Conditions Environment: Office environment. Driving a vehicle to conduct work.

 

Physical Demands: Hearing and speaking to exchange information and make presentations. Dexterity of hands and fingers to operate a computer keyboard. Seeing to read a variety of materials
