The Assistant General Counsel is responsible for assisting the Vice President & General Counsel in providing legal advice and support to Connecticut Children's staff on legal matters including, but not limited to, health care law, contracts, state and federal regulations, HIPAA, Intellectual Property, Information Technology, employment issues, research and health care reform. In addition, this position manages and oversees the policy management and contract management infrastructure. This position reports to the Vice President & General Counsel.



Protects the organization's rights in contact negotiations, settlements and litigation. Ensures compliance of laws and regulations. Provide legal advice regarding relationships and transactions with hospitals, physicians, vendors, and others, as needed. Negotiates legal terms and conditions, drafts new contracts and/or reviews contracts presented by vendors, third-party administrators, etc. and advises business owners regarding implications of contract language. Assists in, or at the direction of the General Counsel, leads, the preparation, review, and negotiation of documents for complex transactions, incorporating state and federal health care regulatory requirements, in particular the Stark Law and the Anti-kickback Statute. Prepares and reviews other legal documents to assist the business and clinical functions of the Medical Center and its affiliates and subsidiaries. Drafts and negotiates physician employment agreements and other employment-related documents. Attends to governance-related matters, including, but not limited to, drafting of corporate bylaws and resolutions and preparation of mandatory state agency filings. Provides counsel on human resources matters, including without limitation leave management, employee investigations, terminations, and immigration issues. Researches, analyzes, and applies relevant statutes, regulations, and guidance to provide written and verbal advice to Connecticut Children's departments and programs on a wide variety of legal issues related to hospital operations, regulatory requirements, patient care services, employment issues, and intellectual property issues. Reviews and revises organizational policies as needed to meet legal and regulatory requirements. Serves as primary legal resource to a variety of operational departments across the organization. Identifies appropriate outside counsel to assist with complex legal issues as required and works closely with selected counsel to resolve such matters. Performs on-call responsibilities for Risk Management in accordance with a schedule approved by the Vice President & General Counsel. Such on-call responsibilities include carrying a pager for a week-long period and responding to all pages that come from the Emergency Department, medical/surgical floors, or any other operational colleagues who is facing a risk management issue.


Identifies and implements opportunities to streamline Connecticut Children's Legal Department operations to maximize the efficiency of internal interactions with other staff and departments. Works with Corporate Compliance and Risk Management staff to resolve legal issues. Manages and oversees the policy management and contract management infrastructure, including serving as the Chair or Co-Chair of the Clinical Council and Administrative Policy Council; supervising all policy coordinators or other staff hired to work within the policy management infrastructure; overseeing the review/revision process for existing clinical and administrative policies, procedures and guidelines, and managing relationships with third-party service providers for contract and policy management. Serves as liaison to, assists in selection of, and oversees work of outside counsel as required. Delegates tasks and provides guidance to other members of the Legal Department to assure timely and successful completion of Legal Department projects and responsibilities.


Assists the Vice President & General Counsel in managing the various legal needs of the organization. Serve as legal point person on multidisciplinary teams working on organizational initiatives as assigned by General Counsel and/or requested by business leaders. Be an active member of the organization's leadership group, contributing ideas and opinions; participating in group decision making; and serving on a variety of organizational committees.


Provides counsel to the Vice President & General Counsel and operational leaders on a wide range of legal research, contract, and transactional matters as described above in support of the Medical Center's strategic plan and growth initiatives. Establishes and communicates the vision for the Legal Department's role in supporting the Medical Center's mission and goals.


Exercises initiative and latitude commensurate with the expectations of the position to support the strategic objectives of the organization.


The Assistant General Counsel is responsible for establishing and maintaining a staffing plan for the policy management infrastructure that effectively accomplishes the goals and objectives of the organization.


The Assistant General Counsel is responsible for developing and effectively managing the budgets that apply to policy management. He/she will actively seek opportunities to decrease expenses and develop new business initiatives.


Designs and implements new procedures to improve effectiveness and efficiency of the department. Holds self and team members accountable for quality outcomes and continuous quality improvement. Performs on-call responsibilities for Risk Management Department.


Establish and maintain self as a professional expert and resource to the organization, patients, families and the Community. Participate in appropriate professional organizations and continuing education programs.


Supervise any staff hired to work within policy management.
