Community Colleges of Spokane is recruiting for Director of Accounting. 

General Definition

Reporting to the District Director of Fiscal Services (Controller), this position functions as a first line director over fiscal staff for the following accounting functions:  grants and contracts, accounts payable, travel and purchase cards.  The director provides direction for fiscal budgeting and fiscal reporting compliance of grant programs under OMB Uniform Guidance and consistent with Washington State Law, Washington Administrative Code, district policies and procedures, and generally accepted accounting principles.

Characteristics Duties & Responsibilities

Responsible to direct the following District Business office functions:  grants and contracts accounting, accounts payable, travel and purchase cards, ensuring functions comply with Federal and State laws, such as OMB Uniform Guidance for fiscal reporting, Washington Administrative Code, District policies and procedures and generally accepted accounting principles. *

Serve as the primary advisor to the CCS District Director of Fiscal Services for assigned functions. *

Responsible for accounts payable disbursement accounting. Responsible for maintaining vendor databases and IRS 1099 reporting. Responsible for appropriate controls related to check and electronic disbursements. *

Responsible for district-wide travel accounting and travel policy administration.  Responsible for travel reporting and implementation of state and federal travel regulations and district-wide travel systems. *

Provide leadership in the delivery of financial and business services related to the administration of the credit card payment system utilized throughout the District. *

Responsible for district-wide grants accounting and fiscal policy administration.  Responsible for federal and state grants fiscal reporting and implementation of state and federal compliant grant fiscal policies and procedures. *

Provide direct oversight of grant/contract invoicing, grant program draws, and grant fiscal reporting. *

Assist in the preparation of the federal indirect cost rate for applicable grant programs. *

Participate with management in the assessment of district and college financial and operational planning; develop strategic goals and management guidelines for areas of responsibility. *

Responsible for internal management reporting and analysis: to meet internal and external financial statement reporting requirements; ensure proper accounting techniques and controls are used.  Prepare schedules as required for financial statement preparation. *

Supervise fiscal staff e.g. train, schedule, evaluate and recommend selection and disciplinary action classified employees.  Adhere to District rules and regulations ensuring efficient operations of CCS budget and fiscal services. *

Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *

Responsible for the integrity of financial and other data provided for financial statement audit and provided to the State Board for Community and Technical Colleges for reporting. *

Oversee computerized financial systems, maintain confidentiality of records. *

Support and advance the CCS strategic plan, and perform other duties as assigned. *

Act for CCS District Director of Fiscal Services as requested.
