Description

Manage the administration, design and construction of capital projects and provide technical support to the Engineering Division by:

* Providing engineering, technical and administrative guidance for various types of municipal capital projects.
* Managing contracts for construction and professional services, including fiscal duties for procurement and administering project budgets, invoicing, and changes in scope.
* Overseeing contractors and consultants regarding performance and contract duties, project design, scheduling, construction details or equipment needs.
* Incorporating design or construction changes into the work product to address unforeseen conditions.
* Providing continuous coordination with internal and external stakeholders for administrative and technical feedback.
* Managing public relations and contractor relations.
* Chairing public information meetings, pre-bid meetings, pre-construction meetings, and progress meetings.
* Developing alternatives for value engineering on capital project designs.
* Authoring technical specifications, creating construction details for improvements to existing methods, addressing new technologies, and maintaining compliance with changes in regulations.

Other duties include participation in City and Departmental Strategic Plan initiatives; preparation of City Council agenda items and presentations; utilizing policies and procedures to assure smooth interface with other City departments on design and construction related issues; assisting in updating the Technical Standards and Specifications Manual; resolving citizen concerns; consulting with staff on private development issues and Right-of-Way permit program; managing general engineering programs; pursuing continuous professional development; and participating on various internal and external committees.

Education:Bachelor's degree in Civil Engineering or a closely related field.

Experience:Three years (3)of construction management and/or project management experience.

Other Requirements:Valid Driver's License.

Note: Driving and criminal history checks required. Selected candidate will also be required to complete a post-offer drug screen.

Preferred Qualifications

Certification as an Engineering Intern (EI) or Professional Engineer (PE) in the State of North Carolina preferred.

Municipal experience inconstruction management and implementation.

Experience in the management of federal funded and NCDOT projects preferred.
