The Traffic Signs Technician position is semi-skilled to skilled labor involving operation of light vehicles, machinery, and hand and power tools in public works maintenance and construction. Work requires considerable physical exertion and is performed under severe working conditions. It is a mandatory requirement of this position to work overtime, take weekend duty and be on call for emergency work such as snow removal, water breaks, and sewer backups. Employee must be able to respond within thirty minutes when on-call. This is a safety sensitive position.

The hiring range for this position will be $45,990.98 to $49,527.25 per year.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, and/or Laotian.

Job Specific - Every employee in this position must be able to:

* Demonstrate safe operation of equipment, materials, and methods used in Public Works and Utilities maintenance and construction and those used specifically in the Streets Division, including the Traffic Jet Printer, sign laminator, plotter, and retro- reflectometer
* Demonstrate knowledge of and willingness to apply work safety rules and procedures
* Demonstrate the ability to create, edit, and design street signs using street sign design software
* Establish and maintain effective working relationships with co-workers, citizens, and contractors
* Demonstrate knowledge of department policies and procedures and work safety rules and procedures
* Demonstrate the ability to work with minimal supervision and both understand and follow oral instructions or written diagrams

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks

1. Acts as a lead worker over a small group of employees who are assisting in accomplishing a specific task including:

* Sign design and fabrication
* City facility parking lot striping
* Installation of pavement markings
* Line grinding
* Monitoring and inspection of drainage areas
* Organizing and completing work orders generated by traffic engineering
* Safe operation of concrete saws
* Safe operation of gas and electric powered equipment
* Safe use of hand tools
* Other equipment as required

2. Performs a variety of construction and maintenance tasks under both routine and emergency conditions, including:

* Building and setting forms
* Pouring and finishing concrete
* Constructing, maintaining, and repairing of curbs, gutters, sidewalks, and culverts
* All street maintenance related activities
* Snow removal
* Water, storm and sanitary sewer lines
* Drainage facilities
* Other municipal facilities and grounds

3. Performs work safely, including:

* Operating City vehicle and equipment
* Maintaining CDL Class A
* Maintaining safe driving record
* Wearing personal protection equipment

4. Maintains regular and punctual attendance

Other Duties and Responsibilities

* May perform painting, carpentry and masonry work
* May be required to perform duties from other primary assignment areas, such as water and wastewater, etc.

Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City's discretion. POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses, and Certifications

Required:

* Graduation from high school or possession of a GED
* Valid driver's license with safe driving record
* Minimum three (3) years' experience in construction and maintenance with an emphasis on street maintenance or related activities
* Minimum one (1) year of experience with street sign fabrication
* Ability to obtain IMSA Work Zone Temporary Traffic Control Technician and Signs & Pavement Marking Technician Level I within one (1) year of hire
* Obtain and maintain Commercial Driver License Class A within 90 days of employment

Preferred:

* Five (5) or more years' experience in construction and maintenance with an emphasis in street sign fabrication, pavement striping, and pavement markings.
* Additional education such as college level course work or vocational trade school

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

Physical Requirements

This position is physical in nature and requires sufficient physical strength and stamina to:

* Constantly sit while driving to and from work sites and operating heavy equipment on site, constantly walk on uneven terrain to assure crew safety and quality of work; frequently stand on uneven terrain
* Frequently squat and kneel in awkward confined spaces; occasionally crawl to inspect heavy equipment and work performed and balance to enter and exit vehicles and heavy equipment at elevated heights; constantly climb to enter equipment and vehicles at elevated heights; constantly bend to observe work from cab of equipment; constantly reach below and overhead to operate equipment and enter vehicles; constant twisting while operating heavy equipment
* Constant light/firm grasp and fine manipulation to handle tools, equipment and material
* Constant step up/down to use ladders to enter vehicles; constant actuate mechanism to operate heavy machinery and vehicles
* Constant near/far acuity and hearing to safely perform duties and perform office tasks
* Frequent lifting and carrying of up to 120 pounds from ground to waist to move manhole covers; constant lifting and carrying of up to 100 pounds to move cement bags and equipment; occasional pushing and pulling of up to 120 pounds twenty (20) feet to lift and move manhole covers and other equipment

WORKING CONDITIONS

Work is occasionally performed indoors and constantly outdoors with frequent exposure to extreme temperatures. Maintenance and repair are performed year-round on busy City streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working with material that may exceed 450 degrees Fahrenheit. On-call duty is also required for emergency maintenance such as water breaks and snow removal.

Required Materials and Equipment

Will be required to operate light and heavy construction equipment such as backhoe, front end loader, jet trucks, air compressors, tandem dump trucks, power saws, hand and power tools, gas detectors, air blowers, tripods, pavers, motor grader, asphalt rollers, street sweeper, flusher, and crack seal equipment. General office equipment including a personal computer, telephone, radio, copier, and fax machine.

PRE-EMPLOYMENT REQUIREMENTS

* Background check including employment references, criminal history, and driving record review
* If current CDL holder DOT questionnaire (Form 49 CFR part 40 Drug and Alcohol Testing) and required background check will be submitted to previous employer for the past two years

The City of Westminster also operates a satellite location located in the Westminster Mall. City Hall at the Mall is located at the SW entrance to the mall between Robinson's May and Macy's. City Hall at the Mall houses a Police Substation, a secondary water billing location, as well as our Grants/Housing Division.
