Supervisor Wastewater Plant

Salary:            $66,750.00 - $81,053.00 Annually

Oversees the process operations and staff of the wastewater treatment plant.  Ensures high quality effluent that meets the requirements of the plant's NPDES Discharge Permit set by the DNR/EPA.  Oversees the bio-solids program to ensure that solids being land applied meet the 503 regulations set by the DNR/EPA.

Essential & Ancillary Job Duties:

Essential Job Duties
• Schedule, assign and supervise treatment plant staff and contractors in the operation, inspection, maintenance, and repair of the plant and its required lab testing.
• Ensure compliance with the plant's NPDES Discharge Permit and facilitate proper record keeping and the submission of required monthly and quarterly reports to the DNR.
• Supervise the staff in maintaining the facility and performing maintenance and preventative maintenance on all equipment.
• Maintain staff safety; conduct safety and training meetings, design, implement, and enforce safety regulations and/or procedures.
• Serve as Pretreatment Coordinator for industrial users that discharge to the treatment plant, acting as a liaison and coordinating samples for testing, reports to DNR, and inspections of industrial facilities.
• Manage the land application program, including operation of land application equipment.
• Ensure the land application program's success by maintaining a good working relationship with local farmers.
• Coordinate with Wastewater Collections staff to maintain the jetting of sewer lines, force main repairs, manholes, lift stations, and generators.
• Make recommendations regarding budget, maintenance, and 5 year capital plans.
• Prepare evaluations and justifications for selection of vendors, generate purchase requisitions, monitor department purchases for compliance with purchasing policy, and monitor products and services received for compliance to contract.
• Submit payroll in compliance with all City policies.
Ancillary Job Duties
• Oversee call out schedule and participate in urgent, emergency, and disaster related system maintenance and repair on a 24-hour basis to protect public water supply.
• Perform other related duties as assigned.

Job Qualifications & Knowledge, Skills and Abilities:

Job Qualifications
Education, experience and training that are required or desirable in order to effectively perform the job at the time of hire.  An equivalent combination of education, training and experience will be considered.  Additional requirements and/or substitutions may be requested and require the approval of HR.

• High school diploma or equivalent required.
• Minimum of 3 years experience with operation and maintenance of water systems required.
• 2 or more years foreman related field and leadership experience and/or 30 semester hours of management or vocational coursework preferred.
• Current Class B CDL with air brake endorsement required or ability to obtain within 120 days required.
• Certification Class D Lab Analysis or ability to obtain within 12 months of employment required.
• Certification Class A Wastewater or ability to obtain within 12 months of employment required.
Knowledge, Skills & Abilities
May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.

• Knowledge of Microsoft Office programs (Word, Excel, PowerPoint, Outlook), Incode, and other municipal software.
• Knowledge of and experience with maintenance repairs on various pumps and wastewater equipment.
• Ability to troubleshoot electric MCC panels.
• Ability to prepare, organize and track maintenance and inspection plans.
• Ability to communicate effectively, both verbally and in writing.
• Good customer service skills (in person, phone, email).

• Indoor and outdoor work environment; exposed to a variety of environmental conditions such as heat, cold, rain, sewage, and dust.
• Must use personal protective equipment to work around open trenches, confined spaces, chemicals, gases, and other toxic or dangerous substances or conditions.
• Exposed to moderate, loud, and very loud noises.
