The City of Vista's Engineering Department is seeking an energetic, motivated team player to serve as an Assistant Engineer on the City's Capital Improvement Project team. The CIP team provides services to improve the quality of Vista's public facilities and infrastructure. This position performs journey-level engineering duties such as field work, design work, and drafting for capital improvement projects with regards to streets, storm drains, grading, and structures. The incumbent will prepare topographic base-mapping from survey data; prepare improvement plans and specifications; prepare storm water quality technical reports and storm water pollution prevention documentation; calculate quantities; and prepare cost estimates. The incumbent will also provide technical assistance at the front counter to the public when required.



Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. A typical qualifying entrance background is a bachelor's degree in Civil Engineering or a closely related field; and experience performing responsible journey-level professional civil engineering design and engineering plan checking work. Working knowledge of Auto CAD is highly desirable.


Possession of a valid Class "C" California Driver's License. Certification with the State of California as an Engineer-in-Training may be required. Registration as a State of California Civil Engineer is desirable.

Knowledge, Skills & Abilities:


Principles and practices of Civil Engineering as applied to public works engineering such as street, sewer, storm drains, and grading;

Basic physics, and mathematics, including calculus as applied to civil engineering;

Basic engineering design, construction practices, drafting, inspection and surveying;

Methods, materials, and techniques used in the construction of public works, buildings and utilities; and

Applicable federal, state, and local laws and procedures governing engineering projects.


Effectively communicate with consultants, contractors, engineers, and the public;

Review and interpret reports, plans, maps, and specifications associated with engineering projects;

Prepare accurate and concise reports;

Perform basic computer operations;

Operate current office equipment and software applications;

Operate a vehicle observing legal and defensive driving practices;

Understand and carry out oral and written instructions; and establish and maintain effective relationships with those contacted in the course of work.

Supplemental Information:


Willingness to use personal vehicle in the course of employment. Incumbent is required to travel within and out of City to attend meetings and trainings. Work is primarily sedentary.
