MUNICIPAL MAINTENANCE WORKER
DEPARTMENT: Public Works
REPORTS TO: Public Works Supervisor
CLASSIFICATION: Full Time; Non-exempt; Non union
SALARY RANGE: DOE

GENERAL DESCRIPTION:
Work is primarily of a physical nature requiring a moderate degree of manipulative skill and use of independent judgement and initiative. Employee will work mainly outdoors under adverse conditions and in safety sensitive areas. Employee operates varied mechanical equipment on a regular basis. Constant supervision is not necessary for familiar tasks which can be performed without difficulty once learned. Employees in the Public Works Department need to be semi-skilled in water and wastewater operations and customer service. Must be able to
work in all weather conditions, irregular hours, weekends and holidays as necessary. May be asked to respond to emergencies on a 24 hour basis.
The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed.
ESSENTIAL FUNCTIONS:
1. Operates light to heavy equipment which may include (but not limited to) tractor, front end loader, backhoe, dump truck, street sweeper, jet truck, chipper, riding lawn mower, grader, snow plow, jack hammer
2. Uses other equipment such as (but not limited to) chain saw, air compressor, weedeater, various hand tools (manual and power), weed sprayer, pressure washer
3. Performs manual labor tasks such as (but not limited to) painting, mowing, general construction, general plumbing and electrical, shoveling, fencing, routine maintenance of City facilities, equipment, tools
4. Assists in the installation, maintenance and repair of all facets of a municipal public works department, including (but not limited to) water distribution, sewer collection, sewer treatment, streets, parks
5. Reads water meters, turns water meters on and off, locates water leaks, flushes fire hydrants and cleans sewer lines and manholes
6. Performs routine mechanical repair and oil changes on City vehicles
7. Performs related duties as assigned
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
QUALIFICATIONS:
Entry Level Maintenance Worker
1. High School Diploma or equivalent
2. 6 months heavy laborer and/or industrial experience.
3. Valid Washington State driver’s license and good driving record
4. 18 years or older
5. Physically capable of lifting 100 pounds
Maintenance Worker Level I
1. All entry maintenance worker requirements
2. Standard first aid and CPR (adult and infant)
3. Traffic control flagger certification
4. Class B CDL License
Maintenance Worker Level II
1. All maintenance worker I requirements
2. WSDA Spray License
Maintenance Worker Level III
1. All maintenance worker II requirements
2. WDM I and/or WWTPO I Certification
Performance Criteria:
Employee shall be able to progress and achieve Level III within 36 months of hire. The City will pay for the initial training and cost of the following certifications and for future re-certification. If employee does not pass the first certification all subsequent costs will be the responsibility of the employee.
GENERAL KNOWLEDGE AND/OR SKILLS:
• Basic construction skills; building, plumbing and electrical.
• Hand and powers tools used in maintaining and repairing facilities.
• Learn the methods, material and equipment used in performing semi-skilled maintenance and repair of underground water distribution and sewer collection pipelines.
• Learn the methods, material and equipment used in performing semi-skilled maintenance and repair of streets and storm drains.
• Learn the methods, material and equipment used in performing semi-skilled maintenance and repair of landscaping and irrigation systems.
• Must fluently read, write and speak the English language. Bi-lingual desired
• Understand and follow written and oral instructions.
• Learn to use computer and tablet applications.
• Trouble shoot, identify and correct routine maintenance and repairs.
• Learn to read meters, maps, as-built drawings and contract specifications.
• Learn, interpret and apply applicable laws, standards, rules, regulations, policies and procedures.
• Must possess sufficient physical strength, agility and freedom from disabling defects to perform heavy manual labor.
• Ability to learn applicable laws, standards, rules and regulations including MUTCD, OSHA, WISHA, WCOT and EDA-4.

WORK ENVIRONMENT:

Work is performed both indoors and outdoors. Outside work requires exposure to adverse weather conditions (heat and cold), intermittent noise and vibration, fumes, odors, gases, dust, pollen, air and blood borne pathogens, raw sewage, toxic or caustic chemicals. Work requires frequent standing, walking, bending, climbing, balancing, stooping, kneeling, crouching, crawling, reaching,
grasping and lifting and/or moving objects weighing 20-50 pounds, but up to 100 pounds occasionally. Employee maybe required to be in high, open or confined spaces.
SALARY CLASSIFICATION AND PERFORMANCE:
Each job title within the City is classified into one of the City’s classifications for salary purposes, based on job qualifications, level of responsibility and amount of supervision required for the specific job title. Each classification is designated a particular salary range, shown on the City’s wage schedule, which is approved by the City Council annually. Performance is generally evaluated annually. The evaluation is part of an employee’s personnel record and may be a determining factor whether the employee receives a wage increase or is promoted, demoted, laid off or terminated. No more than 2 level increases per year will be allowed (not to include re- certifications).
