The Applications Developer performs a variety of professional, technical, and analytical duties involving the design, development, testing, implementation, administration and support of new and existing small and medium sized systems and databases in a multi-platform environment that includes mainframe, client server, distributed and web based systems.

This is a journey-level professional classification populated with multiple incumbents. The Application Developer's responsibilities involve concepts of systems analysis and design, programming, testing, implementation, and maintenance of new and existing systems. This classification is distinguished from the Senior Application Developer in that the latter serves as team or project leader and possesses a higher level of technical knowledge and skill.

Supervision is provided by an Information Technology Supervisor or higher-level manager. The Application Developer does not supervise.


Assists in planning information technology related projects involving applications, systems, and processes. Assists in designing and/or creating database structures. Participates in developing data migration/conversion techniques for system(s) conversions or upgrades. Participates in the support of existing systems, applications, and databases by responding to user requests for service, enhancement, modification or information and training. Identifies functional requirements for enhancement of existing systems. Assists in monitoring databases and systems for potential problems; documents problems and solutions to assure more efficient database operations. Maintains various tables to ensure that software functionality meets organizational and legislated policies and procedures. Creates and maintains the documentation of the City's business applications. Provides end users with training and continuing support for applications, systems, and databases. Codes and/or tests programs and resolves related problems in small and medium-sized systems. Performs other related duties as assigned.


Experience: Two years applications development and/or database management experience in a multi-platform environment.

Education: A Bachelor's degree from an accredited college or university in Information Technology or a related degree.

Substitution: Additional years of experience may substitute for education on a year-for-year basis.

Training and Experience Evaluation: (Weighted 100%) - The responses to the supplemental questionnaire will be evaluated and rated. About City of Sacramento

The City of Sacramento, Sacramento County, California, was founded in 1849, and is the oldest incorporated city in California. In 1920, Sacramento City voters adopted a City Charter (municipal constitution) and a City Council - City Manager form of government, which are still used today. The City Council consists of a Mayor elected by all City voters, and Councilmembers elected to represent the eight separate Council districts in the City. Each district is a separate geographical area with a population of about 51,000 residents. Each Councilmember must be a registered voter and live in the district they represent. Elected members serve 4 year terms and elections are staggered every two years in even numbered years. (Council District Information, including summary report of population and racial statistics).
