Assistant Electrical Engineer is the entry-level professional class in the electrical engineering class series. Staffing for the class is found in the Department of Water and Power. Incumbents are responsible for carrying out assigned electrical power system capital improvement designs, construction and maintenance projects and projects for new and upgraded electrical services for customers. Incumbents perform routine to moderately difficult professional engineering work requiring professional training. . Assignments are project-focused or system-focused, requiring the exercise of engineering judgment within the parameters of department policies and procedures.

Assistant Electrical Engineer is distinguished from Associate Electrical Engineer in that incumbents in the latter class are expected to perform more complex professional electrical engineering work, requiring an Engineer-in-Training (EIT) Certificate and a greater degree of engineering experience.

Essential Functions:The duties listed below are intended only as the various types of work that may be performed.

* Participates in assigned capital improvement projects for planning, design, construction and maintenance; prepares project cost estimates, schedules and procedures; prepares and evaluates design drawings and specifications for compliance with City standards; performs drafting work; responds to requests for information and clarifies and interprets engineering issues, specifications, regulations, codes and requirements; drafts material and equipment specifications; prepares and provides regular project status reports to department management; addresses questions/issues regarding the project from construction inspectors and field staff during construction phase.
* Provides electrical engineering assistance for design and construction projects such as overhead and underground expansion and conversion projects and automation and telecommunication projects such as SCADA conversions and enhancements; prepares specifications and operating procedures for compliance with department standards; interprets specifications and department policies and reviews and recommends action on change orders;consults with and advises field personnel regarding problems of work in progress; resolves construction problems and makes process improvements during construction; attends final inspections and recommends acceptance or rejection of completed work; documents as-built/as-is conditions for inclusion in GIS databases; initiates authorization and agreements for joint use of electrical distribution poles and related equipment; prepares calculations for transmission and distribution system relay settings and voltage regulation problems; performs elementary system load flow, stability and short circuit studies.
* Participates in developing and managing customer projects including new and upgraded electrical services and private property vault repairs and replacements; develops electrical engineering design and detailed construction drawings for electrical panel upgrades; develops project schedules and cost estimates for labor and materials; serves as project manager through completion of projects;performs customer load investigations for possible low voltage or overload problems and recommends appropriate solutions; investigates transformer loads of industrial, commercial and residential areas and determines overloaded transformers.


* Have a strong ability to make decisions while balancing customer expectations within the context of the Department's overall objectives.
* Advanced ability to communicate information clearly both orally and in writing.
* Responsible for on-going relationship management with a variety of contacts; nurtures relationships with other professionals, managers, and those outside the organization.
* Strong skill in analyzing, interpreting and applying changes in technology.
* Proven dependability that demonstrates a mature understanding of the impact it has on the team when absent from work; ability to shift priorities to accomplish objectives as needed.

Qualification Guidelines:


Graduation from an accredited four-year college or university with a major in electrical engineering or a related engineering discipline; or an equivalent combination of training and experience.


The selection process will consist of an evaluation of training and experience. The most highly qualified candidates may be invited to participate in a written, oral, or performance examination. Probationary period is one year

Special Requirements:A valid California Class C driver's license and the ability to maintain insurability under the City's vehicle insurance program.
