Description of Work

Position Definition: Performs professional accounting and responsible administrative work in supervising the receiving, recording and reconciling of City revenues, maintaining accounting controls of expenditures, investments, receivables, employee payroll and benefits programs; and provides administrative relief for the Comptroller as needed.

Example of Duties: Receives oral or written instructions from the Comptroller. Plans and organizes work according to fiscal year schedule and established procedures. Assigns, supervises, verifies, and performs work in the functional areas of accounts receivable, accounts payable, cash management, investments, payroll, and related financial areas. Prepares financial statements according to generally accepted accounting procedures. Oversees and maintains separate account ledgers and transfers data to general ledger. Assists Comptroller in financial reporting work as required. Sets up and maintains accounts records for special projects, grants, and related fiscal events. Trains employees in new accounting systems. Reviews data processing technology and equipment. Recommends applications to improve coordination of information sources and to generate operating data to units. Develops training and information opportunities for financial reporting and record-keeping procedures. Recommends employment, promotion, and recognition of unit employees. Supervises accounting and clerical staff. Provides training and assistance to employees. Prepares statistical and narrative reports of some complexity for federal and state agencies. Reports work accomplished to Comptroller. Provides administrative support and office assistance to Comptroller. Assumes responsibilities of office in the temporary absence of the Comptroller. Coordinates work with unit heads and State and Federal agencies as needed. Provides general information to contractors, financial institutions and the public. Operates computer terminal, calculator, typewriter and other office equipment.

Supervised By: Receives general supervision from the Comptroller.

Required Knowledge, Skills and Abilities

Ability to apply general accounting theories and practices in governmental accounting practice. Ability to analyze, design, install and maintain accounting systems to meet needs of authority. Ability to present technical financial information in a clear and concise manner to non-technical policy makers and to the public. Ability to acquire a working knowledge of administrative laws and related intergovernmental regulations. Ability to deal with government agencies, staff members and the public in a positive manner. Ability to train and supervise professional and clerical personnel.

Minimum Qualifications

Bachelor's degree in Accounting, Business Administration, Economics, Public Administration, or some closely related field. Graduate training in any of the aforementioned disciplines highly desirable. Five years of increasingly responsible accounting experience including three years of supervisory experience.

Special Licenses/Certifications AND/OR Supplemental Information

License or Certificate: Designation as a Certified Public Accountant desirable.

This position is a Grade 7/ NASA.
