Job Description

Basic Function

The City of Coppell Civil Engineer/Graduate Engineer is responsible for reviewing private and public development construction plans and assisting Director of Public Works and Assistant Directors of Public Works in day to day Engineering Tasks. This employee frequently participates in after-hours duties, which include attending Planning and Zoning, City Council and other meetings with the general public. The Civil Engineer/Graduate Engineer assists in preparing the departmental budget, review of CIP plans, floodplain regulations, and future city projects. Regular attendance is an essential job function and the Civil Engineer/Graduate Engineer routinely works from 8:00-5:00, Monday-Friday, with additional hours as needed daily.

Essential Job Functions

* Coordinate and review construction drawings for private projects; assist in review of public Capital Improvement Plan (CIP) projects.
* Assist with Development Review Committee and Planning and Zoning Commission meetings.
* Prepare written reports and agenda items for the Planning and Zoning Commission and City Council as needed.
* Assist in identifying, analyzing and recommending projects for inclusion in the Infrastructure Maintenance Fund.
* Provide technical leadership to other departments, engineers and technicians in the City.
* Respond in writing or by telephone to inquiries made by consulting engineers, architects, other departments and the public concerning engineering matters.
* Meet with developers and engineers regarding conceptual and current projects to discuss City involvement, requirements and ordinances.
* Assist in the administration of the Floodplain Management Ordinance and work with FEMA for continuous participation in the flood insurance program.
* Assist in Phase II Stormwater permitting requirements.
* Assist in providing additions and/or revisions to the City's ordinances and construction specifications as deemed necessary.
* Interpret and administer City ordinances.
* Assist in 5-year plan preparation and prepare preliminary budgets.
* Perform other related duties and tasks as requested, required or instructed.

Minimum Requirements

A Graduate Civil Engineer must possess a Bachelor's Degree in Civil Engineering and 0 to 2 years of experience working in an engineering environment and have an Engineer In Training certification or ability to obtain within 12 months. The Civil Engineer must possess the same as Graduate Engineer plus five (5) years experience in an engineering environment. The Civil Engineer must also possess a Professional Engineer's License and be a Certified Floodplain Manager or have the ability to obtain these credentials within twelve (12) months of employment. It is preferred that this employee have experience in subdivision plan review and municipal government. A valid Texas driver's license with a good driving record is required. Additional desirable qualifications include exposure to current engineering and management issues through participation in advanced level seminars, bilingualism, two (2) years of experience working with a municipal government and prior management experience. Master's degree in Civil Engineering, Public Administration or Business Administration desired and can be substituted for a year of experience.
