The University: California State University, Los Angeles, under the leadership of President, William A. Covino, is one of 23 campuses of the California State University system. Founded in 1947, the University is in the city of Los Angeles, adjacent to the San Gabriel Valley, and has more than 28,000 students who reflect the rich ethnic diversity of the area.

The Position: Under the general direction of the University Controller for Business Financial Services, the Financial Reporting and Tax Manager directs the work and monitors the GAAP and Tax business unit. The Financial Reporting and Tax Manager ensures that: assigned accounting program activities are carried out in accordance with established policies, procedures, and generally accepted accounting standards, identifies actual or potential problems and recommends corrective or preventative actions, develops audited financial statements and reports, provides consultative services to campus administrators in resolving accounting problems. Recommends and implements changes in accounting system procedures. The incumbent assures that all financial reporting requirements of the University are met, including areas such as new and existing GASB standards, pension accounting, capital asset infrastructure reporting and accurate reporting of long-term debt obligations.

Required Qualifications and Experience: Bachelor's degree in accounting, taxation, or a related field from an accredited college or university and 5 years of experience with financial statement preparation and tax compliance. Candidates should have extensive knowledge of GAAP, GASB, FASB, Legal and FIRMS standards, experience with nonresident alien tax reporting requirement, and have an ability to develop and implement financial or tax compliance policies and procedures. Candidates should have strong analytical and interpretive skills for GAAP financial statement preparation and reporting, including the ability to recognize and anticipate audit issues before they are articulated by external audit firms or others involved in the process. Candidates should have experience in financial or tax research interpretation, analysis and application, strong oral and written communication skills; and strong analytical, planning, coordination skills. Candidates must work effectively with various departments and administrative personnel with varying communication, cultural, and management styles; work independently maintain confidential information. A background check (including a criminalrecords check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position.

Desired Qualifications: Certification in accounting and/or tax related fields; Master's degree in accounting taxation, or related field; CPA designation; financial or tax experience in higher education; knowledge of immigration and visa issues and experience with research and compliance in other federal and state tax areas (e.g. UBIT sales tax, payroll tax, independent contractor, and 1099 and 1098-T reporting).

Appointment: The Administrator II appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
