The Human Resources Recruiter performs recruitment functions and human resources related duties that provides for the attraction, recruitment, and hiring of administrators, teachers and designated non-certified positions. The Recruiter will oversee the full circle hiring process. This is an exempt unaffiliated position and reports to the Executive Director - Human Resources.


* Coordinate the implementation of strategic initiatives for the recruitment of outstanding educational personnel for all areas of need within the Bridgeport Public Schools.
* Develop a cost effective and innovative diversity recruiting/marketing strategy that focuses on the particular needs of the district; establish district Minority Recruitment Committee.
* Perform extensive analysis of pre and post recruitment, marketing and communications activities and strategies to evaluate the effectiveness of programs, results, and costs
* Oversee development and implementation of appropriate recruitment materials
* Expand relationships with key partner organizations (e.g. college/universities, the Alternate Route to Certification; Troops to Teachers; Teach for America; Urban Fellows; other organizations' non-traditional paths to teacher certification) to incorporate a progressive ability to reach target applicants and develop pipelines of future candidates.
* Develop and/or update interview guides, reference check protocols, and rubrics for candidate evaluation.
* Create a systematic process for the gathering and analysis of entry and exit data to determine recruitment initiatives.
* Improve the effectiveness and efficiency of recruiting and full circle hiring as it pertains to the following:
* Proactively identify, monitor, track and communicate with high quality candidates via the current on-line candidate management system.
* Effectively conduct resume screenings in order to provide hiring managers and school-based screening committees with the highest quality candidates to interview.
* Work with candidates to ensure all necessary certification requirements are met.
* Provide ongoing support to and communication with recommended candidates.
* Track accepted offers and coordinate with the Human Resources staff to ensure the effective hiring of new teachers.
* Work with building administrators in the management of vacancies to meet the staffing needs at each school by subject area.
* Provide Applitrack training if necessary to school administrators, if necessary.

* Provide outstanding customer service to school principals and central office departments.
* Cultivate high potential diverse candidates through outreach and advertising activities:
* Advertise and communicate job postings on targeted websites, newsletters and other relevant publications; and other organizations based on devised strategic recruitment plan.
* Organize and manage the effectiveness of specialized recruiting events and programs for all identified educational areas of need including a district job fair.
* Participate in on-site recruiting events at college campuses, job fairs and targeted student and professional organizations.
* Coordinate annual BPS representation at a limited number of national educator conferences with the goal of recruiting diverse highly qualified candidates.

* Oversee college\\university student teacher and intern placements; Teach for America assignments, Transition to Teaching placements. Maintain accurate database of all activity and assignment; maintain communications with administrators regarding performance and potential placement.
* Maintain high level of ethical behavior and confidentiality of information about employees, applicants, and recommended candidates for hire.
* Proactively utilize work day effectively; manage time to meet workload demands and department schedules. Participate with the onboarding and processing of new hires.
* Maintain positive and professional relationships with all co-workers including department staff.

* Bachelor's degree or a combination of education with experience in a human resources role either in education or in an industry of size comparable to the school system; knowledge of teacher certification requirements and protocols.
* Capable of developing and carrying out creative and innovative solutions to long and short- term recruitment and staffing issues.
* Experience and expertise with Microsoft Office Suite.
* Policy development and implementation experience preferred.
* Strong organization skills required.
* Excellent communication skills, both orally and written, required.
* Demonstrate flexibility and ability to respond to changing priorities.
* Demonstrate ability to work independently with minimal supervision
