Based in St. Bruno, Quebec, you will plan, develop and lead all Quality Assurance (QA) activities needed to prepare and deliver a compliant Technical and Commercial proposal to the customer in response to a Request For Proposal (RFP). You also work with all functions to integrate all QA requirements into the proposal, including the ISO/IRIS requirements, and lead the preparation of the quality sections of the proposals as well as the quality costing.

In your role you will:

- Lead the strategy and processes for integration of customer QA requirements with the partner;

- Design-build, AME (Rolling Stock and Services) and RCS (Wayside and Signaling) QA requirements to achieve one single QA process for submittal in the technical proposal;

- Define the strategy to integrate an ISO/IRIS quality system;

- Plan, organize and lead the Critical Items Assessment (CIA) activities (off cycle) for all bids that are not covered by the Product Family / Engine team;

- Ensure that the critical items have mitigation actions with associated timeline / responsibles and that each function representative takes ownership of action resolution;

- Maintain global CIA status and produce associated KPIs as required;

- Review Technical Specifications and RFP documents and identify risks / issues / concerns to be discussed and mitigated with other functional Quality responsibles;

- Identify associated mitigation actions and costing as appropriate. Update Requirements Management database on aspects relating to Quality and Workmanship;

- With the assistance of OQA, SQA, DQA, PQA and CM teams, prepare final costing (BEST) for QA / QC for each project in bid phase prepare RoM costings in preparation to final costing;

Quality Assurance of Bid Processes

- Develops and adapts standard proposal preparation processes that take into account all phases of proposal preparation with the goal ensuring efficiency of processes and quality of output;

- Ensure tool deployed are effective for efficient proposal preparation activities, including checklists;

- Review procedures of systems in place and identify which aspects require modifications and adaptations;

- Participate in proper hand over of QA related processes from Bids (incl. compliance to law, standards) for project execution;

- Act as the link between the bid organization and the Quality function / system for quality assurance and quality control matters;

Proposal Preparation Activities

- Lead the QA-related activities of the Bid team for the preparation of a winning proposal aligned with selected bid strategy and respecting the mandate received from Division/Group Management;

- Lead proposal strategy and preparation by developing the QA sections of the proposal;

- Prepare required Quality Plans / Documentation / Narratives to support the bid proposal as applicable. Ensure buy-in by all functional QA responsibles prior to issuance;

- Support Product Family bid teams as needed to ensure uniformity on bid deliverables;

- Participate in proposal narrative reviews.

Qualifications

As our ideal candidate:

- You hold a Bachelor's degree of Engineering (Mechanical or Production or Industrial Engineering) or equivalent;

- You have minimum seven (7) years of relevant work experience and minimum five (5) years of leadership experience in QA;

- You have experience in technical fields (i.e. : engineering, IT)

- You own Cross-functional experience either in Projects, Quality, Contracts & Legal, Procurement, Engineering or Operations;

- You have strong planning and communication skills;

- You own ability to work in a constantly changing environment;

- You have ability to work independently as well as with a team;

- You own strong Leadership skills;

- You are able to facilitate an FMEA (Systems, Design, Process)

- You own ability to facilitate a Problem Solving Workshops (PPS, 8D)

- You have ability to adapt Methods / Processes defined in the Bombardier Quality System (aligned with Customer requirements)

- You own ability to run Gate Reviews in support to Head of PQA.
