Head of Transit System Bids-TAME-CASB01405695

We are looking for Head of Transit System Bids.

Based in our office in St Bruno, you will be reporting to the Vice President of Bids, Business Strategy, and Systems Architecture and will be working closely with all functions involved in the preparation and delivery of a winning proposal to existing and potential customers.

In this role, you will lead the overall bid process of the Americas region for turnkey and PPP Transit Systems projects. You will lead a bid team that spans several sites and specialties, harnessing our know-how to produce the best "Total Cost of Ownership" (TCO) solution for our proposals.

With proven influential acumen, strong people management skills, financial expertise, and communications skills, coupled with a demonstrated experience in a matrix environment, this mandate will lead you to be fully involved in the securing of future orders for the Americas region.

Key responsibilities:
1. Lead Transit Systems Bid Activities
 Accountable for the complete bidding process of turnkey and PPP bids, from ITT / RFQ, RFP, BAFO, and negotiations to NTP handover with project team. Bids range for the mid-billion to multi-billion US dollars
 Accountable for ensuring bids are complete, competitive, and built with sound assumptions that are explicit, communicated, and changed in a controlled manner and with involvement of all relevant functions, sub-divisions, and external partners
 Accountable to define the negotiation strategy and for selected bids successfully lead negotiations directly with the customers
 Accountable to respect bids budget, deadlines, scope, and quality, as well as assigned KPIs
 Accountable for ensuring the internal bid governance, processes, and tools are respected, including Gate Reviews, Blue Books, and lessons learned.

2. Lead the Transit Systems Bid Team
 Lead a team of director-level experts, bid managers, and people managers of approximately 6 to 10 direct reports and a team of experts and specialists of 18-20 employees (total team size), including bid management, proposal management, and operations and maintenance.
 Manage in a matrix-based environment an extended bid team of 50 to 75 additional employees.
 Define yearly departmental objectives by January of each year and ensure they are accomplished by year`s end
 Using your knowledge transit systems projects, including infrastructure interfaces, coach the team in identifying and capturing opportunities, identifying and managing risks, enhancing collaboration between the various groups, and improve the employees strengths and areas of improvements
 Build and mobilize a strong, engaged team focused on delivering bottom-line results to the organization; know your employees and respond to their HR needs
 Ensure staffing levels, resource scheduling and performance evaluations and development plans (PMP Process) for direct reports and ensure this process is respected for indirect reports
 Hire new employees and build strong onboarding plans
 Continuously assess the performance of the team and deal with employees not delivering to our expectations, including relocating or letting go of non-productive employees
 Promote team collaboration, harnessing the strengths of each employee
 Assess workload and redistribute accordingly
 Coach your people managers in achieving above

3. Manage Resources from Global Functions
Accountable to manage work packages with Global functions in a matrix environment on a Quality-Time-Cost basis, defining early in the bid process interfaces requirements for:
 System Architecture, Operability & Validation
 System Performance
 System Configuration
 Interfaces with civil contractors
 Interfaces with partners, including DBOM contractors
 Requirement management
 Total costs of ownership
 Site Integration Testing and Handover Plan
 Bid planning
 Quality Assurance
 RAMS (Reliability, Availability, Maintainability, Safety)
 Rolling Stock
 Operations and maintenance (if additional resources are required)
Extended team can reach 50 to 75 employees depending on size and scope of bid.

4.Tools, Processes, Governance, and KPIs
Ensure the development and implementation of strong processes, standardized tools and KPIs for Transit Systems bids to improve our competitiveness and optimize our bidding process:
Catalogue existing processes, tools, KPIs and identify gaps
In collaboration with other global functions, develop new (missing) processes, tools and KPIs and enhance (improve) existing ones. Ensure they are simple and add value;

Document in a central, easily-accessible location such as a Sharepoint
Implement a continuous improvement system and AES 2.0 for the Transit Systems bids department, capturing and sharing of Bid lessons learned and best practices
Leverage tools, processes, governance and KPIs of the Rolling Stock and Services bids department

Maintain control over the customer documentation, tender submission and negotiation phases of the Bid.
Ensure technical and commercial requirements capture, clarification, and assignment during the bid phase.
Control and approve target cost vs. functional input to meet target cost as agreed with Sales & Project Management
Manage changes in a controlled manner ensuring proper communication and escalation to all parties especially during the negotiation phase; ensuring the Blue Book mandates are reflected in the final tender documentation and the documentation to Blue Book As Sold is governed and controlled
Ensure effective and complete handover from Bid to Project in accordance with the governance checklist.
Manage the Bid Benchmarks master schedule of cost to target price.

Qualifications

Education
- Undergraduate degree in engineering, business, legal, or finance;
- PMI-certification a strong asset
- MBA is an asset;

Experience:
- Have minimum 15 years of experience within a manufacturing or construction firm, preferably in project management, operations and maintenance, or on a construction site.
- Experience in large infrastructure projects such as high-rise, hydro-electrical dam, passenger rail transit systems projects is a strong asset, especially in a PPP (Private Public Partnership) environment;
- Have strong project management skills with proven results in managing large bids and projects with external partners;
- Have a demonstrated ability to develop partnerships, notably with design, build, operate and maintain (DBOM) contractors, including securing strong scope-splits that are easily implementable
- Have demonstrated highly influencing skills in a matrix-based organization or through indirect reporting lines as well as proven results in coaching project teams;
- Have experience in complex pricing models and driving cost benchmarking
- Enjoy working cross-functionally and communicating with all levels of the organization, from working level to senior management;
- Have a strategic mind as well as strong analytical and synthesizing skills with demonstrated creativity towards problem solving;
- Are team-oriented, displaying ease of working with various cultures and backgrounds;
- Have excellent presentation skills necessary to understand, consolidate and present highly confidential information in an efficient, clear, and easy-to-understand way;
- Have excellent written and verbal communication skills in both English and French.
