Description Summary

This position is responsible for directing Treasury Operations for the enterprise, including but not limited to cash management, cash flow management, liquidity management, short-term investments, financing activities, banking relationship management, 401(k) and Pension administration, accounts receivable, investor relations, rating agency management and insurance risk portfolio management. This position also provides leadership, advice and negotiation support on all banking and financial risk issues to executives responsible for affiliate relationships. This position will report to the Vice President, Treasury & Chief Investment Officer.


  1. Leads corporate cash assets and all monetary activity to optimize the internal rate of return, minimize credit risk and cost, and ensure liquidity for the efficient operation of the enterprise. 

  2. Maintain stewardship for financial assets and debt including overall leadership of cash management, debt management, short-term investment management for the organization. 

  3. Manages banking and financial partner relationships, including but not limited to negotiation of fee structures, services, user access and related controls, and access to banking and financial systems.

  4. Leads the accounts receivable function to optimize investment cash availability, minimize float and ensure efficient processes are maintained and utilized.

  5. Leads development and maintenance of policies, practices and controls for treasury operations to comply with internal controls and audits that will mitigate risks.

  6. Leads development and implementation of ratings communication strategies in close collaboration with the Vice President, Treasury & CIO and senior staff.  Prepares the Company’s rating agencies materials including analysis of financial and operating information and managing relationships with the various analysts.

  7. Stays abreast of current trends, research and analytical assessment to enhance business decisions and strategies in Treasury and the enterprise.

  8. Leads the insurance risk management portfolio to ensure that financial risk exposures are being addressed relative to the enterprise and its external dependencies.  This includes but is not limited to professional liability, property & casualty liability, and other areas of exposure normal to an organization of this size operating in this sector.

  9. Partner with leaders throughout the enterprise on cross-functional initiatives and projects.  This includes identifying solutions that will positively impact the organization.

  10. Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior.


  • Accepting this director level position at BCBSMN requires signing an Agreement Regarding Non-Disclosure of Confidential Information and Non-Competition as a condition of employment.

  • Bachelors degree or higher education and 5 years of progressive experience in Finance, Accounting, Treasury, Corporate Finance or Capital Markets discipline.

  • 5 years of leading a staff, team or project lead experience.

  • Expert knowledge of enterprise treasury, risk management and best practices.

  • Leadership and collaboration skills to ensure Treasury objectives are communicated and understood.

  • Demonstrated expertise in financial industry, including broad knowledge of banking laws, banking process and financial systems.

  • Demonstrated expertise in the insurance industry, including broad knowledge of products, services, strategies, and applications.

  • Broad financial leadership experience with analysis and reporting.

  • Broad knowledge and demonstrated expertise of professional liability, property & casualty, and workers’ compensation insurance industries, contracts and subsequent mechanics.

  • Demonstrated written and oral skills for a variety of internal and external audiences.

  • Excellent organizational relationship management skills illustrating good relationship building attributes. 

  • Excellent negotiation skills.

  • Advanced knowledge of banking and investment legal and regulatory environment.

  • Demonstrated track record of continuous process improvement.

Preferred Requirements

  • MBA or advanced degree in Finance preferred.

  • CTP / CCM / CFA preferred.
