Job DescriptionThis role is the single point of accountability for all IT needs for the Value Based Medicine (VBM) line. The role partners with cross-functional IT lines to manage IT day-to-day operations, performance and end-user satisfaction, and builds strategy and oversees implementation plans to implement new capabilities for the VBM function.
Responsibilities include:

• Lead IT Strategy and oversees implementation for VBM line and the IT Support Functions

• Responsible for effective communication and partnership within VBM and between IT and VBM

• Key interface between Biogen and key primary and secondary outside partners related to VBM IT infrastructure

• Ensures systems performance and service-level requirements are met

• Provides leadership in planning and coordinating production operations and production support

• Manages IT resource requirements to ensure appropriate balance between tactical and strategic demands

• Provides program management and technical expertise for the function

Qualifications
• Minimum of 7-10 years working either in or near a biopharmaceutical, medical or commercial IT organization

• Previous -Big 5' consultancy experience preferred

• Clear and crisp communication

• Cultural awareness

• Experience managing resources and projects across a geographically distributed region

• Demonstrated ability to work and influence at multiple levels within multidisciplinary and matrixed organization

• Familiarity with EU+ privacy and legal regulations

• Formal or on the job experience in business practices including budget management, project management, and strategic planning is required

• Excellent communication skills and a demonstrated ability to influence at all levels are critical.

Strategy: Develops Strategy & Implementation Plans in partnership with VBM and IT to realize VBM's goals and connect to ways in which information & technology can advance Biogen's business and builds business case for investment. Develops multi-year roadmap and budgets for all technologies.

IT partnership: Manages the VBM relationship with IT and ensures effective communication and partnership between the business and IT. Ensures VBM strategy and IT strategy are well aligned. Develops appropriate governance and communication channels with IT to ensure the VBM programs are sufficiently supported and successful.
IT program management: Defines IT project scope and creates clear deliverables and milestones in collaboration with VBM and vendors. Delivers objective assessments of IT project progress and barriers. Identifies emerging issues and facilitates issue resolution

Operational Oversight/Leadership: Manages all operational aspects of VBM's IT needs, from infrastructure build to run. Responsible for developing and executing VBM's IT vendor strategies. Serves as the key interface between Biogen and all vendors related to VBM IT infrastructure.

Budget Management: Manages large ($million+) budgets and IT resource requirements to ensure appropriate balance between tactical and strategic demands. Ensures systems performance and service-level requirements are met. Provides leadership in planning and coordinating production operations and production support, and transitions support to the Infrastructure and Operations team for long term sustainability.

Technical expertise: Provides technical expertise for both tactical and strategic initiatives and identifies relevant technical resources needed for specific initiatives/questions. Develops and maintains relationships with a network of hospital IT administrators (both US and EU) to support our best in class MS PATHS collaboration.
Education
• A bachelor's degree in a technically relevant field is required; a graduate degree (Master's or Ph.D.) is preferred but not essential.
